In 2004–05, the Inter-Agency Coordination Group for Mine Action (IACG-MA) endorsed the first UN Gender Guidelines for Mine Action Programmes to enhance the integration of gender considerations into UN mine action programmes. The guidelines were developed with the assistance of the International Women’s Development Agency (IWDA). This effort followed the launch by DPKO in 2004 of the Gender Resource Package for Peacekeeping Operations, which identified key gender issues and provided an overview of how they could be addressed most effectively. Since the shootings at Virginia Tech, academic institutions and police departments have dedicated substantial resources to alleviating concerns regarding campus safety. The incident in Blacksburg and the similar tragedy at Northern Illinois University have brought renewed attention to the prevention of violence at colleges and universities.

Campus professionals must assess the risk posed by known individuals, as well as by anonymous writers of threatening communications. The authors offer threat assessment and management strategies to address the increased demands faced by campus law enforcement, mental health, and administration officials who assess and manage threats, perhaps several simultaneously.

The offer of amnesty to militants in the Niger Delta region of Nigeria was premised on the assumption that it would engender an enabling environment for meaningful development of the area. This paper seeks to project into the problems that may likely jeopardize this assumption. It identifies the windows of opportunity for a lasting peace in the region but expresses doubts about positive change in the character of the Nigerian State. As privatized state, political actors exploit the state to pursue personal and parochial interests rather than implementation of policies aimed at improving the development of the Niger Delta area.

Based on a definition of “abductive insight” and a critical discussion of G. Schurz’s (2008) distinction of eleven “patterns of abduction” that he organizes in four groups, I suggest an even more comprehensive classification that distinguishes 15 forms in an alternative structure. Research suggests that conflicts are much more likely to re-ignite in societies which have large Diaspora communities in the United States. This study examines the role of American Jewish, Arab, and other Middle Eastern Diaspora communities in the Israeli-Palestinian conflict, and addresses the generally neglected role of trauma and emotions in perpetuating conflict.
