A bomb explosion killed two of three “unlicensed” men who were hired to carry out mine clearance in O’Svay commune, in Oddar Meanchey province’s Trapaing Prasat district.

The primary cause of this accident is listed as ‘Inadequate training’ because the deminers were working without applying basic safety rules. This is apparent because Victim No.2 was brewing tea alongside the excavation being conducted by Victim No.1. The secondary cause is listed as a ‘Field control inadequacy’ because the mature team member (who may have been experienced) was not paying attention to the work of the young men ...

In his August 22, 2018 message to supporters of the Islamic State of Iraq and [greater] Syria (ISIS), Abu Bakr al-Baghdadi implored ISIS fighters in Syria and Iraq as well as those on various jihadist fronts in Africa, the Middle East, and Asia not to be dismayed by military setbacks suffered by the Islamic State, but to continue fighting, confident that Allah would ultimately reward those who remained steadfast with victory. In the same message, he exhorted homegrown jihadists abroad— “the fierce lions in the lands of the Cross—Canada, Europe, and elsewhere” to carry out simple attacks within their ...

The primary cause of this accident is listed as a ‘Field control inadequacy’ because the person in charge at the site had decided to move fuzed explosive hazards and did not enforce safety distances that would have reduced the casualty toll in the event of an accident.

The secondary cause is listed as ‘Inadequate training’, because, while all of the victims had extensive experience, it seems that their training had not prepared them to conduct this task safely.

It is surprising that five ex-pat specialists who had been supervising the teams of national deminers who found the mines should have ...

The Convergence Of The War On Terror And The War On Drugs: A Counter-Narcoterrorism Approach As A Policy Response, Lindsay Burton

CMC Senior Theses

This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Examination of the dynamics between terrorist organizations and drug traffickers, combined with an evaluation of the US responses to narcoterrorism in Colombia and Afghanistan, makes it clear that current US policy responses fail to recognize narcoterrorism as a unique challenge, and ...
