Unilateral Measures And Emissions Mitigation, Shurojit Chatterji, Sayantan Ghosal, Sean Walsh, John Whalley

We discuss global climate mitigation that builds on existing unilateral measures to cut emissions. We document and discuss the rationale for such unilateral measures argue that such measures have the potential to generate positive spillover effects both within and across countries. In a simple dynamic model of learning we show that while single countries on their own may never get to the point of switching completely to low emission activities, a learning process with positive spillovers across nations is more likely to deliver a global switch to low emissions. There is a large divide in the education, labor market, and personal security outcomes of black and white young males in the United States. This paper develops and estimates a dynamic model of black young males' joint decisions about schooling, labor force participation, and personal security. The formulation of the model is inspired by Elijah Anderson's ethnographic research regarding the incentives black young males face to ensure their personal security in environments where it is not provided by state institutions. There’s no question about the eligibility of income distributed from a farm partnership1 for income averaging.2 The question, however, is whether the sale of a partnership interest is also eligible for the statutory income averaging provision. The answer is not clear from the regulations nor is it completely clear whether a partner not engaged in farming could make use of the income averaging provision even if the proceeds from the sale of partnership interests would otherwise be eligible.

The Federal Communications Commission (FCC) uses auctions to allocate radio spectrum frequencies to wireless service providers. The innovation of the auction design is that it offers many heterogeneous licenses simultaneously in one ascending auction. This paper develops an empirical model and procedure to estimate bidder valuations. Given that the complex nature of the auction does not admit formal modeling in a general setting, I do not explore a particular model of equilibrium bidding. Left Behind By Design: Proficiency Counts And Test-Based Accountability, Derek Neal, Diane Schanzenbach

We show that within the Chicago Public Schools, both the introduction of NCLB in 2002 and the introduction of similar district-level reforms in 1996 generated noteworthy increases in reading and math scores among students in the middle of the achievement distribution but not among the least academically advantaged students. The stringency of proficiency requirements varied among the programs implemented for different grades in different years, and our results suggest that changes in proficiency requirements induce teachers to shift more attention to students who are near the current proficiency standard.

In 2006, the US spent approximately 15.8% of its GDP on health care, more than any other Organisation for Economic Co-operation and Development (OECD) country and considerably larger than the 9.1% average of the 23 other peer nations included in this study (OECD Health Data, 2009).
