Urban arterials are characterized by frequent intersections. Queue length and delay are the two primary measures of performance of intersection. These measures play a primary role in determining the arterial performance. This article presents a methodology to determine the number of vehicles in queue at a signalized intersection for under saturated traffic conditions. The results obtained were validated using actual values that are manually extracted. The root-mean-square error is of the range 1.3 vehicles for estimation of number of vehicles in queue. The various aspects that have to be considered in accurate estimation of performance measures are also discussed.

Certain distressed neighborhoods cannot support traditional residential-focused development. For these communities, we develop decision models for acquisition and redevelopment of chronically vacant lands and structures for primarily non-residential and greening uses. We address social benefits and costs of redevelopment strategies, parcel clustering to exploit economies of scale, and conflicting values among stakeholders. We illustrate our models using data from Baltimore, MD.

Particles mobilized by stormwater negatively affect receiving surface waters. Stormwater best management practices (BMPs) can reduce solids along with associated pollutants in runoff but engineers and environmental managers have been long vexed by the problem of choosing the optimal BMP for a given situation. A common BMP process for solids removal is sedimentation. This thesis addresses the question of whether the effectiveness (and thus choice) of a sedimentation device can be estimated (and thus optimized) from the particle size properties of runoff, which, in turn, could be associated with specific runoff zones or land uses. There is growing support for improvements to the quality of the walking environment, including more investments to promote pedestrian travel. Metropolitan planning organizations (MPOs) are improving regional travel demand forecasting models to better represent walking and bicycling and to expand the evaluative capacity of models to address policy-relevant issues like air quality, public health, and the smart allocation of infrastructure and other resources. There is a need in the humanities for a 3D WebGIS with analytical tools that allow researchers to analyze 3D models linked to spatially referenced data. Geographic Information Systems (GIS) allow for complex spatial analysis of 2.5D data. For example, they offer bird’s eye views of landscapes with extruded building footprints, but one cannot ‘get on the ground’ and interact with true 3D models from a pedestrian perspective. Oregon is one of the few states that currently charge a commercial truck weight-mile tax (WMT). The Oregon Department of Transportation (ODOT) has developed a data-collection system – Truck Road Use Electronics (TRUE) – to simplify WMT collection. The TRUE system includes a smart phone application that collects and records Global Positioning System (GPS) data. The TRUE data has enormous advantages over GPS data used in previous research due to its level of geographic detail and the potential to also integrate trip origin and destination, vehicle class, and commodity-type data. This is a report of a professional project intended to act as an informational tool for the evaluation of a dynamic dispatch system at Embarcadero Station for the San Francisco Municipal Transportation Agency (SFMTA). Systems that operate dispatch algorithms do so in response to on-time performance and reliability. The optimization problem is documented in many transportation contexts including airline networks, bus dispatch, and freight routing. The purpose of this research is to develop and test a widely available, ready-to-use method for adjusting the Institute of Transportation Engineers (ITE) Trip Generation Handbook vehicle trip generation estimates for urban context using regional household travel survey data. During the past three decades, research in travel behavior has generally proceeded from broad-level, aggregate analysis of mode share--the proportions of walking, bicycling, transit, and vehicle travel occurring in traffic analysis zones, census tracts, neighborhood, or other geographical units--to fine-grained, disaggregate analysis of mode choices and other trip-making attributes at the individual level. Sidewalks are a critical part of sustainable transportation systems, supporting pedestrian travel and healthy physical activity. Presence and quality of sidewalks is a significant predictor of perceived safety and quality of the pedestrian environment. Lack of adequate pedestrian infrastructure data has been identified as a major barrier to large-scale pedestrian planning. Sidewalk presence, width, and surface condition are identified as important indicators of facility quality and accessibility. An important goal to reduce the number of collisions between motorists and pedestrians is to increase motorist’s yielding right-of-way to pedestrians in crosswalks. A Gateway installation of instreet signs (one in-street sign installed between the two travel lanes in each direction and one on both edges of the roadway in each direction) was evaluated on multilane roads. This research investigates spatial factors, that impact non-motorized exposures and crashes, and examines the relationship between exposure at signalized intersections and crash frequencies involving pedestrians and bicycles at a census tract level. The four Michigan cities of Ann Arbor, East Lansing, Flint and Grand Rapids are examined. After completing an extensive literature review to provide a list of required data, 92 intersections are selected from the four cities to collect pedestrian and bicyclist counts.
