Redistributing Power In Mississippi: The Reversal Of Section 4 Of The Voting Rights Act, Gloria J. Billingsley, Sylvester Murray

Recently, the U.S. Supreme Court declared Section 4 of the Voting Rights Act of 1965 unconstitutional, essentially defanging preclearance requirements of Section 5 and leaving racial and other previously disenfranchised minorities unprotected. Using social contract theory as the theoretical framework, empirical field study research was used to examine whether the Voting Rights Act has achieved the results in Mississippi that the Supreme Court’s decision to revoke Section 4 has assumed. Data were collected on race-specific voter registration and voting data, measures of vote discrimination, litigations and Mississippi legislative activity regarding voting rights. The goal of this project is to investigate the current status of the knowledge base that is being transmitted to local decision makers regarding the economic and financial benefits of coastal and watershed stewardship practices through training and educational programs. This paper presents new knowledge about the current status of training on the economic value of stewardship practices in the Ohio Lake Erie basin. Local decision-makers shape coastal and watershed conditions but often do not appreciate the economic, fiscal, and ecological benefits that could be gained from sound stewardship practices. This study investigated the information and training about economic benefits available in the Ohio Lake Erie basin. Training providers and technical assistance professionals helped identify key training needs and challenges to decision-maker awareness of benefits. Metropolitan Growth Policies And New Housing Supply: Evidence From Australia's Capital Cities, Ralph B. Mclaughlin

This paper empirically examines the relationship between house price change, metropolitan growth policies, and new housing supply in Australia's five major capital cities. Our hypothesis suggests capital cities with tighter regulations on new development will have fewer housing starts and price elasticities than those in less- regulated markets. The empirical procedure used in this paper utilises the Urban Growth Model of Housing Supply developed in Mayer and Somerville (2000a and 2000b) and employed in Zabel and Patterson (2006) by using quarterly data on housing approvals and house prices from 1996-2010.
