This study examines the educational persistence of women of African descent (WOAD) in pursuit of a doctorate degree at universities in the southeastern United States. WOAD are women of African ancestry born outside the African continent. These women are heirs to an inner dogged determination and spirit to survive despite all odds (Pulliam, 2003, p. 337).This study used Ellis’s (1997) Three Stages for Graduate Student Development as the conceptual framework to examine the persistent strategies used by these women to persist to the completion of their studies.

First, it provides a transnational overview and analysis of participatory budgeting, which has been central to the literature on democratic innovations in citizen participation. Second, it combines this broad empirical project with a theoretical approach based on the construction of ideal-types in the Weberian tradition. Namely, it presents six models of citizen participation: participatory democracy, proximity democracy, participative modernization, multi-stakeholder participation, community development and neo-corporatism. This study examined the unique and combined associations of homelessness and school mobility with educational well-being indicators, as well as the mediating effect of absenteeism, for an entire cohort of third-grade students in Philadelphia. Using integrated archival administrative data from the public school district and the municipal Office of Supportive Housing, multilevel linear models were estimated to test these associations while adjusting for nesting of students within schools. Teaching New Markets Old Tricks: The Effects Of Subsidized Investment On Low-Income Neighborhoods, Matthew Freedman

This paper examines the effects of investment subsidized by the federal government’s New Markets Tax Credit (NMTC) program, which provides tax incentives to encourage private investment in low-income neighborhoods. I identify the impacts of the program by taking advantage of a discontinuity in the rule determining the eligibility of census tracts for NMTC-subsidized investment. Using this discontinuity as a source of quasi-experimental variation in commercial development across tracts, I find that subsidized investment has modest positive effects on neighborhood conditions in low-income communities. Residential segregation has important implications for social mobility, namely through achievement gap by neighborhoods. The endeavor to unravel processes leading to residential segregation can benefit from empirical analysis of housing submarkets. This paper discusses how spatial analysis of housing submarkets might be useful in exploring patterns and processes of residential segregation. As a case study, housing submarkets in St. Louis and Cincinnati are empirically delineated using fuzzy clustering, and differences in spatial pattern of residential segregation in these two metropoiltan areas are discussed.
