This project focuses on a mode of transportation that is currently left out of V2X (vehicle-to-everything) conversations: bicycling. The project demonstrates how university researchers, city traffic engineers, and signal-controller manufacturers can come together to give bicyclists the same technology appearing on modern vehicles: Green Light Optimized Speed Advisory (GLOSA). GLOSA allows motorists to set their speed along corridors to maximize their chances of catching a “green wave” (i.e., not being forced to stop as they travel through the corridor). In this project, we distilled an inventory of smartphone-based electronic travel aid technology for the wayfinding of visually impaired travelers in an urban environment based on a thorough review of software marketplaces and the academic literature. Explore Washington Park (EWP) is a 501c3 non-profit that serves as the Transportation Management Association for Washington Park. At 410 acres, Washington Park receives over 3 million visitors each year and is home to some of Portland’s most popular attractions including the International Rose Test Garden, Portland Japanese Garden, Oregon Zoo, Portland Children’s Museum, World Forestry, and Hoyt Arboretum. EWP, in partnership with Portland Parks & Recreation, provides transportation management and guest services to the park and its cultural institutions with the goal of decreasing the number of vehicle trips to the park. Since beginning its work in 2014, transit ridership to the park has increased 66% and private vehicle trips have decreased 22%. EWP manages a free shuttle system that links the overflow parking and TriMet MAX station to all of the park’s cultural institutions. In addition to the shuttle system, Explore Washington Park provides park information through a robust website and park brochure, and on-site customer service staff. EWP is almost entirely funded from Washington Park parking meter funds through a contract with Portland Parks & Recreation.

The EWP board adopted a Transportation Management Plan in 2016 that outlines five, fiveyear targets. These include decreasing private vehicle trips to the park, increasing shuttle ridership, decreasing greenhouse gas emissions from cars driving around the park, increasing user satisfaction, and increasing the number of park visitors from underserved populations. Since 2014, EWP has conducted intercept surveys each August that provide robust data to track the progress of our targets. However, the organization has struggled to track the number of visitors from underserved populations coming to the park.

The Transportation Research and Education Center (TREC) at Portland State University (PSU) partnered with Explore Washington Park (EWP) to better understand how to meets the needs of underserved populations. Conventional cycling is a good solution, though its uptake has slowed in recent years in several cities, despite the implementation of greenways, bikeshare, and bike lines (Anderson and McLeod 2017). We introduce a model for traffic signal management based on network consensus control principles. The underlying principle in a consensus approach is that traffic signal cycles are adjusted in a distributed way so as to achieve desirable ratios of queue lengths throughout the street network. This project demonstrates how an inexpensive system (hardware and software) can add new functionality to existing signal controllers, giving bicyclists an efficient way to cross a controlled intersection. Connected automated vehicles (CAVs) are typically equipped with communication devices (e.g., dedicated short range communications (DSRC)) and on-board sensors (e.g., Radar, Lidar, Camera, etc.). Communication devices would enable the exchange of real-time information between vehicles and infrastructures via vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) channels. Livability of place is a central theme in developing concepts about transit ridership. In order to develop strategy for a compelling public communication campaign to increase transit ridership, this project frames the connections between livability and transit and offers a set of public campaign examples. A national survey taken of riders provides possible message strategies. With this information, a creative strategy team was tasked with developing a strategy for messaging and developed the Green Rider profile. Recommendations for creative direction and further study are offered.

“City Greenways” is a concept proposed as a part of Portland’s 2035 Comprehensive Plan, which calls for a citywide network of park-like pedestrian and bicycle friendly streets crisscrossing the city at roughly three-mile intervals.
