Data For "Evaluating California's Housing Element Law, Housing Equity, And Housing Production (1990-2007)", Darrel Ramsey-Musolf

Since 1969, California’s Housing Element Law has required that municipalities address housing equity and housing production. In California, housing equity means that a municipality has planned for the future production of low-income housing that is priced from 0 to 120% of the U.S. Department of Housing and Urban Development’s median family income, and market-rate housing that is priced higher than 121%. For a purposive sample of municipalities (Sacramento and Los Angeles regions, 1990 to 2007, n = 53), this research found that as compliance with the law increased, the sample experienced deficient low-income housing production but surplus market-rate ...

Urban Design Workshop

Principals that guided the project:

(1) Create connection between existing activity centers.

  • Education: Oregon Health & Science University, Oregon Museum of Science and Industry, and Portland State University
  • Parks: Halpern Sequence, Park Blocks, and Waterfront
  • Transit centers: Orange Line, Yellow Line, Streetcar and Bus Connection

(2) Add to multi-use nature of area to provide a 24 hr neighborhood environment. Additional residential Development - catering to late night and residence not just office crowd.

(3) Improve pedestrian experience: Increase safety by making traffic changes, add wayfinding and dampen freeway noise.

(4) Design for a diversity of ages

(5) Activate existing/underutilized "dead" or "lost" spaces. Create a "reason for being" for underutilized or underdeveloped land

(6) Add and preserve natural features for both beauty and function: tie green elements in the city into park blocks and waterfront park to create cohesion between places; use natural features to deal with stormwater, traffic nuisances (speed/noise); preserve views of Mt. Hood and River; and provide a gathering place.

(7) Create new centers of activity at key points where transit or uses intersect

(8) Follow/preserve current social and cultural uses in the areas: farmers markets and food trucks

(9) Add design features that reflect social uses, and cultural history: public art

(10) Accentuate neighboring assets: PSU university life and historic Halprin Sequence

The goal of this project is to investigate the current status of the knowledge base that is being transmitted to local decision makers regarding the economic and financial benefits of coastal and watershed stewardship practices through training and educational programs. The Ohio New Establishments Dynamics data (O-NED) is a new data set, developed by the College and Center. O-NED tracks employment and number of establishments for establishments that first started employing people between the 2nd quarter of 1997 and the 1st quarter of 2008. Nonprofit organizations play a pivotal role in recent efforts to devolve public responsibilities to lower levels of government and other sectors. The capacity of these organizations to serve as the public safety net, however, has come under question. This multiphase research project focused on the impact of welfare reform on community-based nonprofits in Cuyahoga County, Ohio. The study includes surveys, focus groups, and a case study. Results to date strongly suggest that, in spite of their importance to the welfare reform effort, the capacity of smaller nonprofits to adopt the business-oriented approach required to meet the expectations of government contracts ...
