Portland, Oregon, is considered a pioneer of regionalism, integrated land-use and transportation planning, and sustainability as a criterion for planning policy. After four decades of land-use planning, Portland has a national and international reputation for urban livability and climate change mitigation. The Housing Crisis And The Rise Of The Real Estate State, Samuel Stein

This article — an excerpt from my book, Capital City, with elaborations on a number of key points — argues that the housing crises endemic to contemporary capitalism must be understood as a result of the concentration of global capital into real estate and the the re-orientation of state planning capacities around the demands of the real estate industry. The first half of the article explains the dimensions of the crisis in the US and the rise of "the real estate state." The second half explores policy alternatives to contemporary urban neoliberalism and the kinds of movements necessary to bring them about.

This project focuses on a mode of transportation that is currently left out of V2X (vehicle-to-everything) conversations: bicycling. The project demonstrates how university researchers, city traffic engineers, and signal-controller manufacturers can come together to give bicyclists the same technology appearing on modern vehicles: Green Light Optimized Speed Advisory (GLOSA). This thesis asks how New York City’s rezoning process combine with the dynamics of real-estate sales to create displacement pressures for low-income communities of color. A case study of the recent rezoning of Inwood, a neighborhood in upper Manhattan, in August 2018, will help to illustrate these dynamics. Municipal annexation is the expansion of city boundaries. The greatest motivator behind municipal annexation is maintaining and improving economic prosperity of the annexing authority. The issue of annexation involves a balance of rights between property owners and municipalities of the state. Historically, Texas cities had broad annexation authority under an involuntary annexation scheme. However, in recent years the power has shifted as lawmakers have given property owners greater control over the annexation process. This trend culminated in the passage of the Municipal Annexation Right to Vote Act (MARVA) by the 85th Texas Legislature, which severely limits annexation authority.

This paper uses building footprint data in a shrinking city, Baltimore, MD, in 1972 and 2010 to achieve two primary research objectives. The first is to understand the historical patterns of housing construction and demolition in selected row house neighborhoods in Baltimore between 1972 and 2010. The second is to understand changes in housing footprints, and associations between these changes and physical and socio-economic characteristics in selected neighborhoods. This article presents a case study of efforts of a workforce development unit within a local public housing authority to recraft its image as separate from the larger housing authority, in order to better attract participants to its optional supportive services. Explore Washington Park (EWP) is a 501c3 non-profit that serves as the Transportation Management Association for Washington Park. At 410 acres, Washington Park receives over 3 million visitors each year and is home to some of Portland’s most popular attractions including the International Rose Test Garden, Portland Japanese Garden, Oregon Zoo, Portland Children’s Museum, World Forestry, and Hoyt Arboretum. EWP, in partnership with Portland Parks & Recreation, provides transportation management and guest services to the park and its cultural institutions with the goal of decreasing the number of vehicle trips to the park. Since beginning its work in 2014, transit ridership to the park has increased 66% and private vehicle trips have decreased 22%. EWP manages a free shuttle system that links the overflow parking and TriMet MAX station to all of the park’s cultural institutions. In addition to the shuttle system, Explore Washington Park provides park information through a robust website and park brochure, and on-site customer service staff. EWP is almost entirely funded from Washington Park parking meter funds through a contract with Portland Parks & Recreation.

The EWP board adopted a Transportation Management Plan in 2016 that outlines five, fiveyear targets. These include decreasing private vehicle trips to the park, increasing shuttle ridership, decreasing greenhouse gas emissions from cars driving around the park, increasing user satisfaction, and increasing the number of park visitors from underserved populations. Since 2014, EWP has conducted intercept surveys each August that provide robust data to track the progress of our targets. However, the organization has struggled to track the number of visitors from underserved populations coming to the park.

The Transportation Research and Education Center (TREC) at Portland State University (PSU) partnered with Explore Washington Park (EWP) to better understand how to meets the needs of underserved populations. This study estimates households’ willingness to pay for single-family houses and condominiums/townhouses located within 2 miles of Warm Springs (WS) BART Station in Fremont, CA. The study finds that, compared to the houses sold in the referent category (2 to 5 miles away and sold during the pre-project-announcement period of 2000-2001), an average-priced single-family house within two miles of the WS BART Station was higher in price by 9% to 15%. The total property value increment for the single-family houses is large enough to fund the $802 million Warm Springs BART Extension Project cost five times over.

Today’s youth are tomorrow’s riders, bikers, walkers, voters, and transportation planners. As more transit agencies begin to offer free fare passes to public middle and high school students, it is important to have good communication strategy in place to encourage transit usage so they don't miss out on the potential to affect behavior change.

Thus, transit agencies need to develop age-appropriate messaging strategies and tactics that promote youth car-free mobility.
