This thesis asks how New York City’s rezoning process combine with the dynamics of real-estate sales to create displacement pressures for low-income communities of color. A case study of the recent rezoning of Inwood, a neighborhood in upper Manhattan, in August 2018, will help to illustrate these dynamics. Through an analysis of building sales and extreme rent inflation embedded in a historical and contemporary analysis of zoning and the influence of real-estate developers and owners on these processes, this thesis paints a dire picture of the risks faced by the mostly-Dominican-American renters in Inwood. No Easy Answer: Representative Bureaucracy And Police Use Of Force, Jacob Herrera

Hatfield Graduate Journal of Public Affairs

The theory of Representative Bureaucracy is a well-studied concept in Public Administration, positing that more representative government agencies will lead to greater equity for underserved groups. This paper is review of empirical applications of the theory to the use of force by police and it will show that the work does not support the idea that more representative police departments correlate with lower rates of use of force against minority groups. Implications for future studies are addressed at the end of the article.

Fire & Emergency Services Perceptions Of Servant Leadership And Job Satisfaction, Christian Lindquist Jr, Eric Russell

Servant Leadership: Theory & Practice

This quantitative correlational research study examined if a relationship existed between perceived servant leadership behaviors of fire and emergency service leaders and employee job satisfaction in fire and emergency services personnel. The study involved n= 205 participants who completed the Organizational Leadership Assessment and the data were analyzed using Spearman’s correlation. The results showed that there is a statistically significant relationship between servant leadership and employee job satisfaction in fire and emergency services personnel.

Nuanced differences between organizations and the pace of change within the national security domain have routinely produced equivocal results involving information and communication technology (ICT) development. These results are characterized by unpredictable costs, unrealistic delivery schedules, and dubious ICT performance in-use. Devolution was embedded in the 1996 welfare reform. Using the National Survey of America’s Families, this article explores the relationship between living in a Second Order Devolution (SOD) state and administrative exclusion from a welfare program. Results from the logistic model indicate that low-income clients and single mothers living in a SOD state had an increased likelihood of administrative exclusion. Administrative exclusion reflects bureaucratic choices and rules violations—implying some of these individuals and families may be leaving welfare without having achieved self-sufficiency. Objectives: Prior studies have noted that the number of PhDs in accounting are far below the number needed to meet program hiring needs. This paper reviews how the JD-CPA alternative credential is viewed by three academic accreditation bodies (SACS, ACBSP, and AACSB), the American Bar Association (ABA), and current accounting faculty at SACS-accredited institutions of higher education. Methods: An online survey was distributed to accounting educators at 439 institutions accredited by SACS, with 248 complete responses received. The relationships between clients, headhunters, and candidates during the executive search process has not been researched using agency theory as the theoretical framework. This is puzzling, as the existence of common objectives and information asymmetries between these three parties make agency theory an ideal one to explain the interactions between them. We addressed this gap by developing six testable propositions for researchers. Practitioners may also benefit from the study as understanding the human assumptions in the process of executive recruitment may help increase the chances of achieving positive outcomes.

At West Texas A&M University, faculty members in the Criminal Justice and Emergency Management programs teach students how to deal with man-made and natural disasters. These program courses require students to learn about the National Incident Management Systems (NIMS) in addition to passing certain requirements. Each student must pass NIMS courses 100 and 200 as part of their coursework where students are given the opportunity to work through a table-top exercise involving a natural or man-made disaster. Over the past several years, due to the success of these exercises, one of the criminal justice professors proposed a funding project to create a classroom designed for crisis management exercises in the future. This article conveys important qualitative discussions in two significant areas: how the crisis management classroom was created, designed, and integrated into the emergency operations center for the Texas Panhandle; and how the crisis management classroom was provided with the opportunity to integrate a virtual emergency operations center (VEOCI), making West Texas A&M University the fifth university in the United States to have access to the new virtual management system.
