Public administration scholars accept that public service values guide administrators’ behavior. This guidance also derives from social and cultural values that motivate administrators’ individual attitudes. A part of the field recognizes that public servants play an active role during the implementation process through their daily use of discretion. Nevertheless, public administrators’ values and attitudes are rarely linked to policy implementation and organizational performance. In consequence, public policy evaluation seldom considers the role of values and attitudes of those implementing policy.

The essay attempts to fill the gaps found in knowledge and practice for conceptualizing local housing marketplaces in public policy administration. Dichotomous conceptualization in terms of homeownership and rental housing led to inefficient local housing marketplaces and affordability issues. The rationally evolving economic concept of local housing marketplaces is to financially leverage every family and stimulate investing in landed properties for decent homes. Hence, the Housing Act of 1949 reasonably envisaged every American family having access to a decent home as the great equalizer. Thinking Past Tomorrow: An Analysis Of Policy Efforts To Reduce Homelessness In King County, Washington, Andrew R. Bell

Homelessness and housing have become central issues in King County, Washington in recent years. This paper analyzes policies across multiple levels of government, and discusses the ways in which they have impacted homeless people in King County. This paper finds support for the idea that geographical disparity in resources has contributed to some of the challenges that King County and Seattle have experienced in their attempts to reduce homelessness.

Strategic Planning And Performance: An Exploratory Study Of Housing Associations In Northern Ireland, Gordon Marnoch, Roger Courtney, Arthur Williamson

Housing associations are a key part of the non-profit sector and the adoption of strategic planning by this sector is of considerable significance. This article provides a qualitative report examining the use of strategic planning practices by housing associations in Northern Ireland, and the impact of such action on the performance of the associations. The article also critically examines reasons for the non-profit housing sectors’ enthusiasm for strategic planning practices concluding that strategic planning is a legitimating seeking activity as well as a rational analytic process.

Managing for social equity performance has long been a goal without much guidance for public managers. We examine social equity performance in the context of indirect governance through the administration of grant programs and, more specifically, the matching of policy responses (grant funding) to social needs. Grant program managers must allocate funding to match needs while also ensuring accountability, but common administrative models that rely on competition can undermine social equity performance.
