The National Flood Insurance Program (NFIP) encompasses issues of risk transparency and fairness. There is general agreement that floodplain residents need to know their risk-based insurance premium-and with that information, how to make their homes safer and thus make flood insurance more affordable. In this B-School Seminar, Professor Howard Kunreuther focused on the importance of accurate mapping of flood risk, how to encourage investment in cost effective mitigation measures, and ways to deal with fairness and affordability in designing a flood insurance program for the future.

This Article offers a new way to think about climate change. Two new climate change assessments — the 2018 Fourth National Climate Assessment (NCA) and the United Nations Intergovernmental Panel’s Special Report on Climate Change — prominently highlight climate change’s multifaceted national security risks. An Integrated Climate Science-Economic Model For Evaluating Adaptations To Sea Level Rise: A Prototype Model For Monterey, California, Charles S. Colgan, Fernando Depaolis, Philip King

Preparing for flooding that will be exacerbated by climate change and sea level rise must take place in the context of "deep uncertainty". One strategy for dealing with that uncertainty is to convert unknown probabilities into know probabilities using techniques such as Monte Carlo analysis. This paper demonstrates the feasibility of creating a cost-benefit model for sea level rise adaptation options using an integrated climate change/sea level rise-weather-economic model. The model tests the probability of benefits exceeding costs for shoreline protection such as beach nourishment and armoring under multiple iterations of possible climate futures. The world’s farms currently produce enough calories to adequately feed everyone on the planet. From the 1960s through 2008, per capita food availability worldwide has risen from 2220 kilocalories per person per day to 2790. Specifically, developing countries have recorded a rise in kilocalories per person per day, from 1850 to 2640. Yet, despite overall availability, around 815 million people still suffer from hunger or some form of malnutrition. Approximately one in ten people are undernourished.

Extreme weather events can result in natural disasters, and climate change can cause these weather events to occur more often and with more intensity. Because of social and physical vulnerabilities, climate change and extreme weather often affect coastal communities. As climate change continues to be a factor for many coastal communities, and environmental hazards and vulnerability continue to increase, the need for adaptation may become a reality for many communities. What do community interpreting for the Deaf in western societies, conference interpreting for the European Parliament, and language brokering in international management have in common? Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication. All forms of interpreting are inherently social; they involve relationships among at least three people and two languages. Climate change tests the limits of human understanding of complexity and uncertainty. It challenges assumptions about our presumed power of control over this planet. This paper examines the theory of how governmental executive branch agencies make regulation decisions about climate change using the decision-making methodologies of cost-benefit analysis and the precautionary principle, and as influenced by perceptions of the bounds of human rationality and ability to deal with risk and uncertainty.

This Article analyzes the development and dissemination of environmentally sound technologies that can address climate change. Climate change poses catastrophic health and security risks on a global scale. Universities, individual innovators, private firms, civil society, governments, and the United Nations can unite in the common goal to address climate change. This Article recommends means by which legal, scientific, engineering, and a host of other public and private actors can bring environmentally sound innovation into widespread use to achieve sustainable development. In particular, universities can facilitate this collaboration by fostering global innovation and diffusion networks.

Developing Conditions For Environmentally Sustainable Consumption: Drawing Insight From Anti-Smoking Policy, Rachel Krause

This paper starts from the premise that, particularly in industrialized countries, the consumption decisions made by individuals and households are a major source of environmental strain. Several international organizations and national governments have addressed this issue, but, thus far, their efforts have had minimal effect. This paper examines the conditions necessary for the implementation of policy able to effectively reduce the environmental impact of household consumption. It draws from the experience of American tobacco control, a relatively rare example of a public effort that succeeded in reducing the negative consequences of an entitled consumer behaviour.
