Water has been a lifeline of Indian agrarian society. The thriving agrarian economy requires water for irrigation and the need for resources to the evolution of indigenous technology through generations of communities. Kuhl irrigation system of Kangra is a community managed traditional irrigation systems found in western Himalayan. These are a centuries-old network of interconnected drainage channels that drain water from nearby khads (rivers) into the fields. The irrigation systems have codified customary laws, systems of collective action for maintenance and preservation and various traditional livelihoods.

Nearly every state in the US imposes some form of limitation on local fiscal decisions – typically property taxes. The effects of tax and expenditure limitations (TELs) on fiscal outcomes have received significant attention by scholars, particularly since passage of California’s Proposition 13. The impact of TELs, however, remains an open empirical question, particularly at the municipal level. Do municipal governments with varying types of TELs, changing TEL structures, or no TELs experience different fiscal outcomes? Governments must implement the UN CRPD. In practice, government prioritises policies relating to some rights more highly than others. This unequal implementation relates in part to constraints on government, including competing interests, multiple participants and incremental policy change. In the context of these constraints, can differential policy priorities address breaches of other disability rights? This paper tests this question in relation to support for people living in boarding houses in Queensland, focusing particularly on residents with intellectual disability.
