Scientists In Charge: The Side Effects Of Hybrid Careers Between Research And Science Policy, Manuel Fernández-Esquinas, Javier López-Facal, Irene Ramos-Vielba

Manuel Fernández-Esquinas

What are the implications of the fact that the most important positions in science policy are held by credentialed and experienced researchers? We propose that appointing scientists to high-level responsibilities in R&D systems have some side effects for both policy making and for the organizational arrangements in S&T organizations that rely on public funding. Stratification mechanisms in the governance of science create a kind of hybrid career between research and science policy. People needed for managing public bodies and research organizations are researchers with expertise in the special arrangements of science. At the same time, distinguished scientists are ...

“The Harder They Fall”: Hybrid Careers Between Research And Science Policy, Manuel Fernández-Esquinas

Manuel Fernández-Esquinas

This article studies professional careers between research and positions of responsibility in the governance of science. The process by which researchers are recruited in science policy organizations is studied as well as the conditioning social mechanisms which intervene in the subsequent development of their careers. 65 professional life stories of researchers that have held management, policy making and political positions in the Spanish R&D system between 1975 and 2007 have been employed. The study identifies organizational, cognitive and institutional social mechanisms that affect the researchers’ careers depending on the scientific specialties of origin, the positions held and the length ...

Anillos De Crecimiento En El Árbol De La Ciencia. La Evolución Institucional Del Consejo Superior De Investigaciones Científicas, Manuel Fernández-Esquinas, Jesús Sebastián, Javier López-Facal, Enrique Tortosa-Martorell

Manuel Fernández-Esquinas

Organizational And Functional Dilemmas In Large Public Research Centers: The Spanish National Research Council Csic, Manuel Fernández-Esquinas, Jesús Sebastián, Javier López-Facal, Enrique Tortosa-Martorell

Manuel Fernández-Esquinas

What factors affect the organizational models of the large national public research centers? How does organizational change affect the nature of the scientific activities they perform? This article uses the Spanish Council for Scientific Research (CSIC) to illustrate an institutional change process taking into account the tension that exists between the public status of research centers and the high level of independence of its scientific communities. The main purpose is to explain how changes in the CSIC’s internal power structure, along with the relationships with external funding and evaluation agencies, cause those research practices considered most legitimate to emerge ...

From ‘Apprenticeship’ To ‘Training’: An Empirical Enquiry Into, Manuel Fernández-Esquinas Jan 2004

From ‘Apprenticeship’ To ‘Training’: An Empirical Enquiry Into, Manuel Fernández-Esquinas

Manuel Fernández-Esquinas

When a person embarks upon a professional scientific career, what features define their training process? How is this process related to scientific practice and, in general, its development within the organisational setting of the R&D system? The changes affecting contemporary science since the late 20th century mirror several characteristic features of the scientific profession, namely the working conditions of scientists, how professional careers are organised, the way in which scientific work is assessed and how scientists are trained in the academic world. Researchers in academic science today are faced with far-reaching reforms which are currently taking place in universities and official research centres; changes which respond to the growing complexity in the organisation of scientific work and the pressures of science and university policy. Insofar as traditional researchers were considered academic workers, scientists in the public sector must now satisfy the organisational requirements of disciplines and institutions alike. This changing situation has affected the way in which new scientists are recruited and trained and the rôle played by ...
