Managing Ethnic Conflict In Darfur: An Analysis Of Third-Party Interventions, Marley R. Dizney Swanson Apr 2018

Managing Ethnic Conflict In Darfur: An Analysis Of Third-Party Interventions, Marley R. Dizney Swanson

Student Publications

Persistent ethnic conflict in Darfur has been met by third-party interventions with varying degrees of success. This paper seeks to isolate different methods of intervention in order to understand what types are effective in reducing the number of people affected by violence caused by ethnic conflict. Each intervention is separated into three categories based on their nature: humanitarian, militaristic, and diplomatic. These actions are then juxtaposed with data from medical journals that describe the effects of violence, including death by violence, death by disease, and child mortality rates. The success of an intervention is measured by its ability to reduce ...

Gender Quotas And Women’S Political Participation In Slovenia And Croatia: When Similar Historical Developments And Homogeneity Of Design Yield Different Outcomes, Colin J. J. Yandam Apr 2018

Gender Quotas And Women’S Political Participation In Slovenia And Croatia: When Similar Historical Developments And Homogeneity Of Design Yield Different Outcomes, Colin J. J. Yandam

Student Publications

This paper aims at summarizing the knowledge surrounding gender quotas – which are a quick gate-way to women’s political participation – and at assessing the efficacy of their different means of implementation. Through the cross-national study of Slovenia and Croatia (two countries similar on almost every political, social, and historical development except for women’s political representation) and in tandem with an extensive review of previous works in the literature, this paper sheds some light on the techniques the civil society and feminist/women’s movements could use to maximize their political impact and overall gender-quota effectiveness. Indeed, this paper finds ...

The Shrinking Center: When Are Centrists More Effective Lawmakers?, Benjamin Pontz Apr 2018

The Shrinking Center: When Are Centrists More Effective Lawmakers?, Benjamin Pontz

Student Publications

Legislative effectiveness is an inherently amorphous -- even subjective -- concept. Yet, arguably, it is among the most important considerations when evaluating the performance of members of Congress. Using Volden and Wiseman's index, the Legislative Effectiveness Score (LES), I evaluate when ideology informs or predicts effectiveness in passing laws, which I conceptualize as the fundamental role of legislators. In particular, I assess the extent to which centrists are more or less effective than their more partisan peers. I find that, while the number of centrists has declined precipitously, their ideology does not -- at least at the broadest level -- predict their effectiveness ...

The Shellfish Corner: Shellfish Aquaculture In The Commons, Michael A. Rice Mar 2018

The Shellfish Corner: Shellfish Aquaculture In The Commons, Michael A. Rice

Michael A Rice

The major common denominator of shellfish aquaculture in coastal or estuarine waters worldwide is that most culture operations are conducted in common or public trust waters, necessitating constant interaction in the political arena with other competing interests. As a matter of practicality, the best systems for managing aquaculture lease policy in an equitable manner are on a local enough scale to facilitate stakeholder involvement, and to allow aquaculturists to organize into professional trade organizations so that the collective interest of the industry is heard in the process.

Remembering Lee Ann In South Africa: Meta-Data And Reflexive Research Practice, Robin L. Turner Mar 2018

Remembering Lee Ann In South Africa: Meta-Data And Reflexive Research Practice, Robin L. Turner

Political Science

Lee Ann Fujii and I became fast friends, colleagues, and disciplinary comrades soon after we met at the 2004 Institute for Qualitative and Multi-Method Research (IQMR). IQMR presentations and workshops sparked fourteen years of conversation about the discipline, our positionality with respect to the discipline and research participants, methodologies, the “field,” and much more. Lee Ann made me laugh and encouraged me to think harder as we talked over coffee and chocolate at home in Oakland, New York, Washington, DC, Indianapolis, and Toronto; met up at APSA annual meetings; and practiced yoga together.

House Bill 2 & The Backlash: A Story Of Frames, Kerry Schellenberger Mar 2018

House Bill 2 & The Backlash: A Story Of Frames, Kerry Schellenberger

Honors Theses (PPE)

While over 20 states considered so-called bathroom bills between 2013-2016, only one state, North Carolina, passed one - in the form of House Bill 2. House Bill 2 modified North Carolina’s non-discrimination legislation, as well as restricting access to multi-user restrooms on the basis of sex designated on one’s birth certificate, which would require some transgender men to use the women’s restroom. The debate between those for and against HB2 raged in the press, the legal system, and finally at the ballot box. An analysis of the first two months of coverage indicates how frames were used by ...

Rebel Governance In Civil War: Variations In Rebel Governance - A Case Study Analysis., Harriet Ann Sellers Mar 2018

Rebel Governance In Civil War: Variations In Rebel Governance - A Case Study Analysis., Harriet Ann Sellers

LSU Master's Theses

Insurgent groups vary in how they interact with civilians. Some insurgent groups perform government functions to further their political objectives during civil war, whilst other rebel groups use solely violent means. Why do some insurgent groups perform governance functions to further their political objectives, whilst others interact very little with the local population? I seek to explain the variation in rebel governance, which I argue is motivated by the objective of the insurgency. More specifically, I argue that secessionist insurgencies are more likely to implement governance structures than non-secessionist insurgent groups. Using an in-depth case study analysis, I found varying ...

Media Distrust: Whose Confidence Was Lost?, Hunter Pearl Mar 2018

Media Distrust: Whose Confidence Was Lost?, Hunter Pearl

CUREJ - College Undergraduate Research Electronic Journal

The news media is among the least-trusted institutions in the nation, with only 41% of Americans reporting a great deal or fair amount of trust in it (Swift 2017). This is a major change from the highly trusted media of the mid-20 th Century, although historically this independent, powerful, and widely respected media establishment is an anomaly. To analyze the causes of media distrust over the last forty years, I have demographically broken down results from a question asked by the General Social Survey since 1972. I tested these results, isolated through a regression analysis, against my predictions of potential ...

Strategic Negligence: Why The United States Failed To Provide Military Support To The Syrian Resistance In 2011-2014, Konrad J. Trautman Mar 2018

Strategic Negligence: Why The United States Failed To Provide Military Support To The Syrian Resistance In 2011-2014, Konrad J. Trautman

Graduate Theses and Dissertations

The US military’s culture, structure, and process for providing advice to the president and his national security decision-making team are flawed due to the marginalization of unconventional warfare (UW) expertise -- UW is the military’s doctrinal term for support to resistance activities and movements. This marginalization results in inadequate consideration for applying UW as a strategic option for the nation.

Through a qualitative methods case study analysis utilizing macro- and micro-level process-tracing with a conceptual framework based on Niklas Luhmann’s Systems Theory, the author shows that viable and acceptable resistance elements existed in Syria in March 2011 to ...

Roundtable: Supporting Professional Masters' Programs In Social Science And Policy Fields, Elisabeth Shields Mar 2018

Roundtable: Supporting Professional Masters' Programs In Social Science And Policy Fields, Elisabeth Shields

Transforming Libraries for Graduate Students

Professional masters programs in the social sciences and policy fields prepare participants for middle and senior positions in the private sector, government, non-profits, and international organizations. In addition to ensuring further disciplinary knowledge, programs often include components on managerial, organizational, communication, policy analysis, and similar skills. Institutions are adding programs in interdisciplinary and emerging areas to their existing professional programs in business, counseling psychology, social work, and public administration.

Librarians face distinctive challenges in supporting such programs. Faculty teaching in these programs may be adjuncts unfamiliar with their institution’s library offerings and services. Some students have just completed undergraduate ...

The Viability Of Democratic Governance In De Facto States: A Comparative Case Study Of Iraqi Kurdistan And Syria Rojava, Chelsea Vogel Mar 2018

The Viability Of Democratic Governance In De Facto States: A Comparative Case Study Of Iraqi Kurdistan And Syria Rojava, Chelsea Vogel

Graduate Theses and Dissertations

The following comparative case study of Iraqi Kurdistan and Democratic Federation of Northern Syria-Rojava seeks to fill a gap in literature on the viability of democracy in cases of de facto statehood. There is yet to be an assessment of the potential influence of support from patron states on the degree to which democratization in de facto states is possible. This research expands upon on the argument that the decision to recognize de facto states is at least partially dependent upon the national interests of influential third party states. Syria Rojava has relied heavily on the strength of its internal ...

Federal Employees Work For Both Democrats And Republicans – Even Kellyanne Conway, Matthew May

Public Policy and Administration Faculty Publications and Presentations

Federal ethics lawyers determined earlier this month that White House adviser Kellyanne Conway violated the Hatch Act, which prohibits a variety of political activities by federal employees. During two television appearances last year, Conway, a Republican, had encouraged Alabama voters to vote against the Democratic senate candidate in a special election.

Ireland Austerity Addiction: Challenges & Opportunities, Brendan O'Rourke, John Hogsn Mar 2018

Ireland Austerity Addiction: Challenges & Opportunities, Brendan O'Rourke, John Hogsn

Conference papers

The current hold of austerity on Irish public policy provokes a comparison with addiction. Postliberalism, the form of austerity Ireland is hooked on, brought the country to its knees. It tied the millstone of bank bailouts around Ireland’s neck, slashed its education and health spending and meant its budgets were closely supervised by the Troika of the Europe Union (EU), the International Monetary Fund and the European Central Bank from 2010-2013. Unemployment spiked and there was an exodus, particularly of young people, from the country. This was a period of national humiliation as economic sovereignty evaporated in a deal ...

Using The Syrian Civil War To Measure Hierarchy: Regional Power Transition In The Middle East, Eric Michael Clary Mar 2018

Using The Syrian Civil War To Measure Hierarchy: Regional Power Transition In The Middle East, Eric Michael Clary

Dissertations and Theses

In 2018, the Syrian Civil War will enter into its ninth year of conflict. From an international relations perspective there are few, if any, studies on state actors in regional sub-state systems. What can an intrastate conflict teach us about future dynamics of the regional interstate hierarchy? It is worthwhile to examine The Syrian Civil War for three reasons. First, Syria lies in the heart of the Middle East lending proximity to regional actors. Second, the breakdown of order in Syria represents a microcosm of the global anarchic environment. Third, Syrian Civil War is an intrastate war that encapsulates both ...

A Study Of Collaboration Between The Defense Logistics Agency And The U.S. Agency For International Development In The Conduct Of Humanitarian Operations, Jessica M. Thomas Mar 2018

A Study Of Collaboration Between The Defense Logistics Agency And The U.S. Agency For International Development In The Conduct Of Humanitarian Operations, Jessica M. Thomas

Theses and Dissertations

Many organizations are finding it advantageous and often necessary to form collaborative alliances with strategic partners in order to solve collective problems and jointly work towards mutually desirable ends. This research examines a single case study of inter-agency coordination between the Defense Logistics Agency (DLA) and the U.S. Agency for International Development (USAID) and their involvement in humanitarian relief efforts. Pursuit of advancement through two collaboration models provided the framework of the research and contributed to the analysis of data. Resulting outcomes offer incentives for both organizations to develop stronger social networks assisting in a deeper understanding of the ...

Cultivating Agile Organizational Culture: Addressing Resistance To Change In Bureaucratic Government Organizations, Michael P. Mclane Mar 2018

Cultivating Agile Organizational Culture: Addressing Resistance To Change In Bureaucratic Government Organizations, Michael P. Mclane

Theses and Dissertations

Resistance to change is a phenomenon that affects organizations almost universally. All organizations large and small are continuously challenged to adjust, evolve and innovate to gain or maintain competitive advantage and mission effectiveness. Alarmingly high failure rates are reported: 30-70% of change initiatives falling short of their prescribed intent or never attain the desired results. This research investigates how bureaucratic governmental organizations can address this truth, and how leadership can cultivate a flexible, agile culture that is more adaptable to the demands of constant change. This study uses case study methodology and qualitative research methods aid in the understanding of ...

The Africa First Initiative And Local Procurement, Rachel E. Herald Mar 2018

The Africa First Initiative And Local Procurement, Rachel E. Herald

Theses and Dissertations

The strategic importance of Africa to the United States has grown significantly. Camp Lemonnier, a naval-led military installation, is located in Djibouti and is vital to the strategic success of the United States in Africa. In order to strengthen U.S.-Djibouti ties and solidify an enduring presence in Africa, the Department of Defense implemented the Djibouti First Initiative. Under the initiative, local vendors received preference for resources and products needed at Camp Lemonnier. In 2017, the Fiscal Year 2017 National Defense Authorization Act replaced the Djibouti First Initiative with Africa First. The new policy extends the authority to limit ...
