Twitter is a thriving microblogging service with growing prominence in the political sphere. In this study, I examine the differences between Twitter communications and verbal communications by three heads of state and government in relation to the most recent NATO Summit in July 2018. Through a three-step analysis, including descriptive statistics, content and tone analysis, and comparative analysis, the study investigates Twitter’s influence on content and tone and its agenda-building capacity for face-to-face summits. Sensors Everywhere: Using Satellites And Mobile Phones To Reduce Information Uncertainty In Human Rights Crisis Research, Christoph Koettl

This article critically reviews the use of ICTs for human rights crisis research. While focusing on two specific technologies—satellite imagery and mobile phone technology—it proposes a general framework for analyzing the added value of ICTs. The author suggests that their added value in mass atrocities research arises from their ability to reduce information uncertainty, a challenge that is exacerbated in the digital age. There has been much speculation about whether China will democratize and avoid conflict with India in the twenty-first century. Yet, few studies have investigated how contemporary Chinese view India and its democracy. Addressing this gap in the literature, the authors examined Chinese media coverage of India’s two-month long April–May 2014 parliamentary election, the largest election in world history, through systematic analysis of over 500 articles from ten major mass media outlets and over 27,000 messages transmitted on Sina Weibo social media. Understanding class as a process of self-making in relation to a particular, historical form of capitalism, in this article we argue that media and communication (from face-to-face and old mediums such as radio to internet-powered tools) must be conceptualized as an emerging structural dimension for class formation. This study examines how India uses digital media to connect with its diaspora as part of its diaspora diplomacy. In order to analyze the strategy and its effectiveness, the study operationalized Cowan and Arsenault’s (2008) theoretical framework of three layers of public diplomacy – monologue, dialogue and collaboration – by identifying corresponding layers of social media components. The study draws a more distinctive line between dialogue and collaboration in digital strategies: dialogic entail relationship-building and knowledge sharing, while collaboration creates ownership, relationship transformation and knowledge creation. Within humanitarian discourse, there is a prevailing narrative: the powerful liberal heroes are saving the helpless, weak victims. However, the beginning of the 21st century marks the expansion of the digital revolution throughout lesser-developed states. Growing access to the Internet has enabled aid recipients to communicate with the outside world, giving them an unprecedented opportunity to reshape discourses surrounding humanitarianism. The looming environmental crisis in China not only brings obstacles and pain to society, but also creates a great opportunity for international cooperation. This paper critically assesses the pitfalls of China’s current environmental protection regime and the difficulties that Chinese environmental NGOs are facing. It argues that social media web sites and international environmental NGOs are able to help Chinese environmental NGOs confront their problems through tactics such as public diplomacy.
