This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? This article explores deliberative civic engagement in the context of public administration and policy. The field of public administration and policy is seeing a resurgence of interest in deliberative civic engagement among scholars, practitioners, politicians, civic reformers, and others. Deliberative processes have been used to address a range of issues: school redistricting and closings, land use, and the construction of highways, shopping malls, and other projects. Public Accounts Committees In Eastern And Southern Africa: A Comparative Analysis, Abel A. Kinyondo, Riccardo Pelizzo

This article provides the first and most comprehensive analysis of Public Accounts Committees (PACs) from Eastern and Southern Africa building on the work of McGee, Jacobs, Stapenhurst, and Staddon. By analyzing an original set of data, this article shows that PACs in these two regions are bigger, have more staff members, and are more likely to be chaired by opposition Members of Parliament than they have in other countries and regions. Bureauspeak analyzes bureaucrats' rhetorical practices within municipal governments. This project asserts that respectful rhetorical practices have always been implicit in traditional notions of rhetoric, but have not been explicitly addressed. This project describes the political epistemic field (PEF), formed by discourse, audience, reality and rhetor, that is created within a municipal environment where policy deliberations occur. The PEF allows for interactions among the four elements and results in changes to all the elements as the interactions occur. Before 2001, the Oklahoma Department of Health achieved little to protect the public from the dangers of secondhand tobacco smoke. In an ongoing effort between 2000 and 2003, the department joined with health groups to lobby for stronger requirements, resulting in a new Oklahoma administrative rule in 2002 and legislation in 2003 regulating secondhand tobacco smoke. This action was congruent with the American Society of Public Administration's Code of Ethics for interactive democratic policymaking, in which administrators are required to serve the public interest with compassion, benevolence, fairness, and optimism.

Why do e-government initiatives which are commonly implemented to achieve similar policy goals produce different outcomes in different nations? To answer this question, this paper examines e-government policy structure, which has been regarded as one of the most important institutional arrangements for e-government promotion (European Commission, 2007; Park, 2006; OECD, 2005; Eifert and Puschel, 2004).
