Dr. Fred Foley, Jr. was born in Milwaukee, Wisconsin in December of 1946. His parents were Fred Joseph Foley and Doris Nelson Foley. He moved to the Philadelphia area with his family when he was four years old. He is married, has three children and four grandchildren. He lived in Delaware County growing up. Dr. Foley attended St. Andrew's Grade School and Monsignor Bonner High School for Boys. He attended St. Joseph’s College as an undergrad majoring in Politics. America’s community colleges have recently been thrust into the national spotlight as people look to retrain or find economic alternatives to higher education. This substantial increase in accountability is met with the constraints of financial resources and other limiting factors structured into community college systems. Born in 1942, Dr. Michael Richard Dillon is a Professor and Chair of the Political Science Department at La Salle University in Philadelphia. He grew up in Wilmette, Illinois, a suburb just outside of Chicago, where he spent many years before opting to attend the University of Notre Dame for his undergraduate and, later, his graduate and doctoral degrees. No School Left Uncorrupted: How Cheating, High-Stakes Testing, And Declining Budgets Affected Student Achievement In Philadelphia, James R. Sadler

The No Child Left Behind education act, signed by President Bush in 2002, imposed high-stakes testing standards on all schools in the nation. A decade later, amidst a cheating scandal and a budget crisis, the School District of Philadelphia experienced dramatic standardized test score declines after nine years of increases. This study aims to place these declines in the context of national, state, and local education policy and provide statistical evidence for the cause of the declines.
