The absence of a culturally competent public sector workforce has led to increased public scrutiny and heightened levels of distrust. In the field of public safety, this is particularly important due to the sensitive nature of the task performed and the historically strained relationships that exist between racial minorities and law enforcement. Using national survey data to gauge the prevalence of citizen’s experiences and perceptions of racial profiling, this research reveals significant discrepancies amongst minorities and their white counterparts. In this essay, I argue that the debate on free speech as pushed by the conservative right is a strategic apparatus to undermine the various diversity initiatives on college and university campuses. Digital humanities has made an important intervention in scholarly communication, particularly in the realm of citational practices. For example, it has facilitated quantitative analysis of citations within humanities disciplines, illuminated the citational networks in play, and led to the creation of workflows and tools for interpreting citations (Romanello 2016; Crymble and Flanders 2013; Blaney and Meyer 2013; Nyhan and Duke-Williams 2014). Such analysis has much to offer how we understand the confluence of citation, power, and privilege within academic communities of practice.

Facilitating Inclusion: Austrian Wisdom Councils As Democratic Innovation Between Consensus And Diversity, Hans Asenbaum

Democratic innovations face the challenge of realizing deliberative democratic ideals in the context of structural inequality. Consensus decision making and expertise have been said to have exclusive effects on marginalized groups like women and ethnic and sexual minorities, which obstructs diversity. Wisdom Councils as practiced in Austria attempt to counter inequalities by including marginalized groups through the moderation technique dynamic facilitation. Exploratory participatory observations and interviews with a moderator and the participants of two Wisdom Councils in Austria provide a deeper understanding of the inclusive processes at work in Wisdom Councils facilitating a productive combination of consensus and diversity.

The history of affirmative action policy consists of a broad collection of executive orders, bureaucratic decisions, course cases, and state legislation designed to eliminate unlawful discrimination of applicants to educational programs or professional employment, to remedy the results of such prior discrimination, and to prevent discrimination in the future. What do community interpreting for the Deaf in western societies, conference interpreting for the European Parliament, and language brokering in international management have in common? Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication. All forms of interpreting are inherently social; they involve relationships among at least three people and two languages. In a liberal-democracy, the proper role of parents and of the state in forming children’s beliefs involves several separate but interrelated debates: These concern the conceptual space that children occupy within liberal theory, the basis of the ‘control rights’ adults are said to have over children, and the tension between the values of autonomy and diversity, which are foundational values for a liberal-democracy. This paper begins with background information on the federal grant program, and on the scholarship that has informed our research. We then provide brief sketches of the eleven grantee districts and how they have used their federal funds. Our analysis focuses on how the school districts defined diversity, and how local politics were shaped by national factors like the economic recession. These policies fundamentally affect the distribution of educational and social opportunity within communities, and, in fact, may be even more subject to local variation and political dynamics than were earlier federal diversity efforts. In 2009, the U.S. Department of Education made grants to eleven school districts under the Technical Assistance for Student Assignment Plans (TASAP) program. The impetus for the program came mainly from the Council of Great City Schools, which was concerned that school districts would respond to the U.S. Supreme Court’s Parents Involved in Community Schools decision by dismantling policies intended to maintain diverse school enrollments. There is a natural tension between the effects on public opinion of social networks and the news media. It is widely believed that social networks tend to harmonize opinions within them, but the presence of media may accentuate diversity by inserting discordant messages. A key theoretical debate underlying the now defunct Federal Communications Commission (FCC) regulation known as the Fairness Doctrine is conflict over what constitutes the right to freedom of speech: a positive or negative conception. Similarly, since repeal of the Doctrine, other FCC measures to uphold the “public-interest” standard in broadcasting have relied on a positive conception of speech. This thesis demonstrates the history of this debate through court cases, news reports, scholarly articles and historical documents. The Pipeline to Public Service Initiative asked the McCormack Graduate School’s Center for Women in Politics & Public Policy at the University of Massachusetts Boston to ascertain the racial diversity in state and local government. The project had the following three goals:

--To identify the race (and gender) of those holding top-level positions filled through gubernatorial appointments, e.g., secretaries, commissioners, directors, deputy commissioners/directors, and undersecretaries, in the Commonwealth’s executive offices and major departments.

--To compile the same information for members of the most influential boards and commissions in the Commonwealth filled through gubernatorial appointments.

--To assess the diversity of elected and appointed officials in ten cities and towns in Greater Boston with the highest percentages of people of color: Boston, Cambridge, Chelsea, Everett, Framingham, Lynn, Malden, Quincy, Randolph, and Somerville.

To determine the race/ethnicity of gubernatorial appointments, we used publicly available information to compile lists of those holding each position. We then contacted the office in charge, or the individuals directly, to ask how each person self-identified in terms of race/ethnicity. See the Appendix for a complete list of executive positions and a list of boards and commissions whose members were included in the analysis. The data for statewide appointments are current as of November 17, 2006, and reflect appointments made during or prior to the Romney administration.

To determine the diversity of municipal officials for each city/town required first collecting the race of elected officials serving as mayors or members of city/town councils, boards of selectmen/aldermen for each of the ten cities/towns. We did the same for the elected school committees/boards for these cities/towns.

We then identified the boards and commissions that exist in each of the cities/towns under study and identified those that were (1) appointed by the executive official of the city/town; (2) most important in terms of policy influence; and (3) comparable across the ten cities/towns. See Appendix for a list of the boards/commissions were included in our analysis; please note that not all boards/commissions exist in all the cities/towns and some boards/commissions were not included because they did not meet one of the criteria listed above. Information on municipal officials is current as of January 19, 2007.
