Do Political Parties Matter For Turnout? Number Of Parties, Electoral Rules And Local Elections In Brazil And Bolivia, Carew Boulding, David Brown

David C. Brown

Does the number of political parties influence voter turnout in developing democracies? Some scholars argue that large party systems facilitate matching voter preferences with a specific party, increasing turnout. Others argue multiparty systems produce too many alternatives, decreasing turnout. In developing democracies, there is debate over whether these institutions matter at all. We argue that party systems do matter for turnout in developing countries, but the relationship between turnout and the number of political parties is conditional on the electoral formula. Under proportional representation systems, large numbers of parties increase turnout. Under winner take all systems, large numbers of parties ...

Anatomy Of Dissent In Islamic Societies, Ahmed Souaiaia Dec 2013

Anatomy Of Dissent In Islamic Societies, Ahmed Souaiaia

Ahmed E SOUAIAIA

The 'Arab Spring' that began in 2011 has placed a spotlight on the transfer of political power in Islamic societies, reviving old questions about the place of political dissent and rebellion in Islamic civilization and raising new ones about the place of religion in modern Islamic societies.

In Anatomy of Dissent in Islamic Societies, Ahmed E. Souaiaia examines the complex historical evolution of Islamic civilization in an effort to trace the roots of the paradigms and principles of Islamic political and legal theories. This study is one of the first attempts at providing a fuller picture of the place of ...

The Danger Of Pressing Iran, Gabriel C. Lajeunesse

Gabriel C. Lajeunesse

Overplaying our hand with Iran--either by piling on tough actions or by too rapid movement toward rapprochement--will play into the hand of hard liners and may cause President Rouhani’s efforts toward a negotiated settlement to fail.

The United Nations And The Magna Carta For Children, Winston E. Langley Dec 2013

The United Nations And The Magna Carta For Children, Winston E. Langley

Winston E. Langley

The impulse that invited the preparation of this book is one which is linked to the convergence of a number of factors bearing on my interest in human rights. First, the brutality visited on children during World War II has had an abiding negative effect on my sense of what is possible in human conduct. Second, I am persuaded that children are not simply the means by which human societies are continued, but, as well, the potential source of moral revitalization and transformation for those societies. Third, I recognize that the human rights movement, which followed World War II, holds ...

Relationship Of Convenience? The Diplomatic Interplay Between The Commonwealth Games Federation And The Commonwealth Games Host City, Caitlin Byrne Dec 2013

Relationship Of Convenience? The Diplomatic Interplay Between The Commonwealth Games Federation And The Commonwealth Games Host City, Caitlin Byrne

Caitlin Byrne

This paper analyses the diplomatic dynamics that define and underpin the relationship between the Commonwealth Games Federation (CGF) and the Commonwealth Games host city. For the host city, the Commonwealth Games holds out the promise of global visibility, urban regeneration, improved economic activity and social cohesion. For the CGF, the appeal of the host city can improve athlete participation in the event, enhance the appeal and longevity of the sports involved and strengthen the sustainability of the sporting institution itself. The relationship is thus one of mutual convenience through which both actors seek to leverage the global appeal of the ...

The Semantics Of Cyber Warfare 网络战的语义, Jason Fritz Dec 2013

The Semantics Of Cyber Warfare 网络战的语义, Jason Fritz

Jason Fritz

The study of cyber warfare in China suffers from the same excess of overlapping terminology as English documents. This paper will analyze key cyber warfare terms from authoritative sources and show that all of them can be broken down into three fundamental branches that are common to both the People’s Republic of China and the United States of America. The three branches are: Information Operations, Computer Network Operations, and Net Centric Warfare. Streamlined categorizing can aid the efficiency of research and improve inter-agency structure. Additional benefits include more accurate threat assessment, limiting media and public misunderstanding, and increasing transparency ...

How China Will Use Cyber Warfare To Leapfrog In Military Competitiveness, Jason Fritz Dec 2013

How China Will Use Cyber Warfare To Leapfrog In Military Competitiveness, Jason Fritz

Jason Fritz

Extract:The People’s Republic of China (PRC) may be a global power economically but its military lacks force projection beyond the Asia Pacific region. Its traditional military hardware is one to three generations behind the US and Russia. In light of these deficiencies it is probable that cyber warfare will provide China with an asymmetric advantage to deter aggression from stronger military powers as they catch up in traditional military capabilities. Cyber warfare would also allow China to leapfrog by means of technology transfer and exploiting adversary weaknesses. This investigation will address three primary questions: What is China’s ...

Satellite Hacking: A Guide For The Perplexed, Jason Fritz Dec 2013

Satellite Hacking: A Guide For The Perplexed, Jason Fritz

Jason Fritz

Extract: A significant disruption to satellite services would have damaging effects on society. However, news headlines of satellites being hacked, such as those stemming from the 2011 Report to Congress of the US-China Economic and Security Review Commission, degrade discussion in international relations by oversimplifying the topic. Limiting the information given might be due to security concerns or a lack of attention span on the part of its intended audience; however oversimplification gives the impression that an individual hacker sitting at their computer can access satellites with a few simple keystrokes. Conversely, it might lead others to dismiss the topic ...

El Estado Y Los Derechos Fundamentales. Una Guía Mínima Para El Alumno De Derecho, Teresa M. G. Da Cunha Lopes Dec 2013

El Estado Y Los Derechos Fundamentales. Una Guía Mínima Para El Alumno De Derecho, Teresa M. G. Da Cunha Lopes

Teresa M. G. Da Cunha Lopes

Open Government Partnership En México Y Brasil: La Transparencia Como Responsabilidad Compartida, Juan Jaime Mesina

Juan Jaime Mesina

Mapping The Relationship Between International Sport And Diplomacy, Stuart Murray, Geoffrey Pigman Nov 2013

Mapping The Relationship Between International Sport And Diplomacy, Stuart Murray, Geoffrey Pigman

Stuart Murray

To date, the relationship between diplomacy and international sport has been relatively under-theorized. This paper seeks to redress the deficiency by proposing an analytical taxonomy of the multiple convergences between international sport and diplomacy. The principal analytical distinction to be drawn is between (1) international sport consciously employed by governments as an instrument of diplomacy and (2) international-sport-as-diplomacy, the diplomatic representation, communication and negotiation between non-state actors that take place as a result of ongoing international sporting competition.

By increasing understanding of the rôles of sport in diplomacy and diplomacy in sport, the paper seeks to promote the adoption of ...
