Quem Defende A Constituição?, Paulo Ferreira Da Cunha Dec 2011

Quem Defende A Constituição?, Paulo Ferreira Da Cunha

A Constituição Laboral Em Alto Risco, Paulo Ferreira Da Cunha Dec 2011

A Constituição Laboral Em Alto Risco, Paulo Ferreira Da Cunha

Inconstitucionalidade Da Abolição De Feriados, Paulo Ferreira Da Cunha Dec 2011

Inconstitucionalidade Da Abolição De Feriados, Paulo Ferreira Da Cunha

Citizen Satisfaction Survey Data: A Mode Comparison Of The Derived Importance–Performance Approach, Mitchel Norman Herian, Alan J. Tomkins Dec 2011

Citizen Satisfaction Survey Data: A Mode Comparison Of The Derived Importance–Performance Approach, Mitchel Norman Herian, Alan J. Tomkins

Mitchel Norman Herian

The purpose of this article is to provide evidence regarding the comparability of results provided by two survey methods—a random phone survey and a nonrandom online survey—using the derived importance–performance approach to examine service satisfaction data at the local level. Specifically, we measure whether nonprobability opt-in online survey results produce results that are convergent or divergent to random phone survey results. The findings show that the phone and online survey techniques yield divergent results when simple univariate statistical techniques are employed but produce similar results when the data are analyzed using the more advanced derived importance approach ...

Local Budgeting And Public Participation: Contextual Predictors Of State Laws Mandating Public Input, Mitchel Norman Herian Dec 2011

Local Budgeting And Public Participation: Contextual Predictors Of State Laws Mandating Public Input, Mitchel Norman Herian

Mitchel Norman Herian

This paper examines the political, economic, and institutional variables associated with the presence of state laws that mandate the use of public input in local budgeting. The results show that political and institutional variables can help explain the presence of such laws, but the relationships between variables of interest shift depending on whether laws aimed at cities or counties are the focal point and on which types of public input methods are under consideration. The implications for both theories of public participation in budgeting and intergovernmental relations are discussed within.

Referendar Estados De Excepção, Paulo Ferreira Da Cunha Dec 2011

Referendar Estados De Excepção, Paulo Ferreira Da Cunha

Behavioral Science Guidelines For Assessing Insider Threats, Denise Bulling, Mario Scalora, Randy Borum, Jill Panuzio, Andrew Donica Dec 2011

Behavioral Science Guidelines For Assessing Insider Threats, Denise Bulling, Mario Scalora, Randy Borum, Jill Panuzio, Andrew Donica

Randy Borum

This brochure presents a framework to view threats made by an insider that are targeted or intentional (as opposed to negligent or unintentional) and that involve some degree of deliberation (as opposed to those that may be considered impulsive). The framework was developed with the assumption that it must: Be applicable for both anonymous and known subjects Recognize interactions and patterns of behavior Allow for investigation with whatever information is immediately available Recognize that behaviors or warning activity may shift, decrease, or be emboldened by protective or organizational actions Insider attacks are often handled internal to an organization and are ...

2011 Global Go To Think Tanks Index Report, James G. Mcgann

TTCSP Global Go To Think Tank Index Reports

The 2011 Global Go To Think Tank Rankings marks the fifth edition of the annual report. As in previous years, the Think Tanks and Civil Societies Program (TTCSP) at the University of Pennsylvania’s International Relations Program has relied on the indexing criteria and process developed by James G. McGann for ranking think tanks around the world. The Program’s Rankings remain the first and most comprehensive ranking of the world’s top think tanks, and are based on an annual global peer and expert survey of close to 1500 scholars, policymakers, journalists, and regional and subject area experts. Given ...

The Challenges Of Electoral Process Institutions Of The Zanzibar And Union Elections Of 1995, 2000 And 2005: Anything New With The Election Expenses Act, 2010?, Conrad John Masabo Mr. Dec 2011

The Challenges Of Electoral Process Institutions Of The Zanzibar And Union Elections Of 1995, 2000 And 2005: Anything New With The Election Expenses Act, 2010?, Conrad John Masabo Mr.

Conrad John Masabo Mr.

Though it is true that elections alone do not guarantee proper functioning of democracies, they are the most convenient means of effecting orderly political successions of office bearers. But for elections to become credible instruments to political succession its adherence to the rules of the game as well as procedures which had been agreed upon by players themselves. In that regard the constitutional and legal framework governing the electoral processes have been always central and among the fundamental issues during elections. They thus constitute most important decrees in setting conditions under which elections are conducted in a country. This paper ...

The Oecd And Phases In The International Political Economy, 1961-2011, Judith Clifton, Daniel Díaz-Fuentes Dec 2011

The Oecd And Phases In The International Political Economy, 1961-2011, Judith Clifton, Daniel Díaz-Fuentes

Judith Clifton

In 2011, the OECD turned fifty. To provide a broad foundation for further thinking on this organization, we analyse its evolution over half a century from two perspectives: phases in the international political economy and the literature on IPE. By so doing, we uncover two paradoxes. Firstly, we find that the organization’s evolution closely mirrored major phases in the postwar international political economy until recently. However, the OECD’s long-term dependence on theWest has now become an obstacle to its efforts to adapt to the latest phase, characterised by the rise of non-Western powers. Secondly, we show that, during ...

Elementos Para Una EconomíA PolíTica Del Republicanismo: Un AnáLisis CríTico De La Renta BáSica De Alaska, David Casassas, Jurgen De Wispelaere

Jurgen De Wispelaere

Army Transformation: What Does It Mean?, David Jerome Dec 2011

Army Transformation: What Does It Mean?, David Jerome

Theses and Dissertations

The way in which senior U.S. Army leaders such as the chiefs of staff define transformative change is important, especially if the meaning of that term is to be interpreted as originally intended by Army field grade officers. An Army chief of staff is responsible for creating a vision and establishing goals for the future, and field grade officers are responsible for pursuing that vision and those goals by implementing objectives that endeavor to arrive at the desired ends. By using both qualitative and quantitative methods, this research analyzes what each of the three chiefs of staff, who have ...

Staff Of The People? Assessing Progress In Descriptive Representation Under The Obama Administration, José D. Villalobos Nov 2011

Staff Of The People? Assessing Progress In Descriptive Representation Under The Obama Administration, José D. Villalobos

José D. Villalobos

Over the past few decades, presidents have made some increasingly noticeable efforts to fill their administrations with a higher number of minorities. Though not yet fully representative of the general public, such advances in descriptive representation are a sign of progressive change occurring within the executive branch, with positive potential implications for the state of representative democracy and public policy. In this article, I survey the current state of descriptive representation under the Obama presidency and the extent to which the president’s policy agenda has substantively addressed the needs of historically underrepresented groups. Descriptively, I find that President Barack ...

Desafios Constitucionais, Paulo Ferreira Da Cunha Nov 2011

Desafios Constitucionais, Paulo Ferreira Da Cunha

Catholic-Jewish Declaration On Sacred Places And Religious Freedom, Lawrence E. Frizzell D.Phil. Nov 2011

Catholic-Jewish Declaration On Sacred Places And Religious Freedom, Lawrence E. Frizzell D.Phil.

Reverend Lawrence E. Frizzell, S.T.L., S.S.L., D.Phil.

Attacks on persons and sanctuaries in many countries continue to be all too frequent. Representatives of the Holy See and the International Jewish Committee for Interfaith Consultations (IJCIC) crafted a declaration, which should be presented again to educators because in places the younger generation in North America, Israel, Libya and elsewhere has not been guided to respect the inherent dignity of every human being and the nature of holy places.

Pepfar’S Declining Investment In Treatment, Matthew Kavanagh, Marguerite Thorp Nov 2011

Pepfar’S Declining Investment In Treatment, Matthew Kavanagh, Marguerite Thorp

Matthew M. Kavanagh

Since its inception in 2003, the President’s Emergency Plan for AIDS Relief (PEPFAR) has saved millions of lives through providing anti-retroviral (ARV) treatment to people living with HIV/AIDS. However, our analysis of publicly available PEPFAR operational plans shows that funding to AIDS treatment has actually fallen significantly since 2008 in both absolute dollars and as a portion of total budgets—just at a pivotal moment when investment could change the course of the epidemic.

Direito E Poder Em Nietzsche, Paulo Ferreira Da Cunha Nov 2011

Direito E Poder Em Nietzsche, Paulo Ferreira Da Cunha

Ondervraging Van Irakese En Afghaanse Insurgents: De Nederlandse Ervaringen, George Dimitriu Nov 2011

Ondervraging Van Irakese En Afghaanse Insurgents: De Nederlandse Ervaringen, George Dimitriu

George Dimitriu

Differences In Pandemic Influenza Vaccination Policies For Pregnant Women In Europe, Gordon Marnoch, Michiel Luteijn, Helen Dolk Nov 2011

Differences In Pandemic Influenza Vaccination Policies For Pregnant Women In Europe, Gordon Marnoch, Michiel Luteijn, Helen Dolk

Gordon Marnoch

Background: An important component of the policy to deal with the H1N1 pandemic in 2009 was to develop and implement vaccination. Since pregnant women were found to be at particular risk of severe morbidity and mortality, the World Health Organization and the European Centre for Disease Prevention and Control advised vaccinating pregnant women, regardless of trimester of pregnancy. This study reports a survey of vaccination policies for pregnant women in European countries. Methods: Questionnaires were sent to European competent authorities of 27 countries via the European Medicines Agency and to leaders of registries of European Surveillance of Congenital Anomalies in ...

Community Voices: New State Voting Districts In Final Stages, Carroy U. Ferguson Dr. Oct 2011

Community Voices: New State Voting Districts In Final Stages, Carroy U. Ferguson Dr.

Carroy U "Cuf" Ferguson, Ph.D.

Last week the Massachusetts Legislature produced redistricting legislation that will forever change the direction of state politics for blacks, Latinos and Asians. By this time next year, the number of state house elected officials of color can increase by 100 percent, from 10 to 20 members. And communities of color will be well positioned to elect a person of color to the U.S. House of Representatives for the first time in the history of the state.

The Effects Of Female Cabinet Ministers On Female-Friendly Social Policy, Amy Atchison Oct 2011

The Effects Of Female Cabinet Ministers On Female-Friendly Social Policy, Amy Atchison

Amy Atchison

A growing literature indicates that the representation of women in legislatures is positively associated with the passage of female-friendly social policy. However, there is little corresponding research concerning the effect of women in cabinet on female-friendly social policy. Yet, almost all advanced industrial democracies are parliamentary democracies, where policies typically originate within the cabinet and governments typically enjoy substantial control over the legislative process. Thus, to the extent that women promote female-friendly policy, women in cabinet positions should be ideally placed to do so, and indeed, possibly be more influential than women in legislatures. The purpose of this study is ...
