Civic Responsibility And Patterns Of Voluntary Participation Around The World, Mary Alice Haddad

This article seeks to explain why different types of volunteer organizations are prevalent in different countries. It hypothesizes that patterns of volunteer participation are a function of citizen attitudes toward governmental and individual responsibility for caring for society. Those countries (e.g., Japan)—where citizens think that governments should be responsible for dealing with social problems—will tend to have higher participation in embedded volunteer organizations, such as parent-teacher associations. Through this article I wish to stress the criticality of transnational encounters. I use the word "criticality" to underscore the pivotal role transnational experiences play in a globalized world, for they can frame and challenge international politics. When in transnational encounters the (mis)interpretations and (mis)understandings of "others" are not addressed, positive social transformation is pretty much negated. Women make up a disproportionate share of the world’s poor, and Latin America is no exception to this trend. Nevertheless, very few studies of social policy in the region have investigated why the gendered character of welfare provision varies across countries. This article addresses that question through a comparative historical analysis of Chile and Uruguay and concludes that variation in the gendered nature of each state’s social policy regime resulted from a two-step process. The emerging field of comparative institutional analysis (CIA) has much to offer public policy analysts. However, the failure of CIA to address the dynamic process through which social goals are articulated limits the scope of its application to the largely prescriptive pronouncements of legal scholars. The Childhood Of Human Rights: The Kodak On The Congo, Sharon Sliwinski

This article examines the Congo reform movement's use of atrocity photographs in their human rights campaign (c. 1904–13) against Belgian King Leopold, colonial ruler of the Congo Free State. This material analysis shows that human rights are conceived by spectators who, with the aid of the photographic apparatus, are compelled to judge that crimes against humanity are occurring to others. The article also tracks how this judgement has been haunted by the potent wish to undo the suffering witnessed.
