What happens following a war is important to the moral judgments we make concerning warfare, just as the intentions going in and the means used are. There has, however, been inadequate attention paid to considerations of jus post bellum in the just war tradition. This essay seeks to contribute to recent efforts to develop jus post bellum principles by first noting some of the ways that jus ad bellum and jus in bello considerations serve to constrain what can legitimately be done after war. Religion And Party Realignment: Are Catholics Realigning Into The Republican Party?, Patrick Lee Burns

This thesis examines the influence of religion on party realignment in the United States focusing on Catholic voting behavior. A statistical analysis utilizing bivariate analysis and logistical regressions examines if religion and party realignment is an ecumenical trend expanding beyond Evangelicals to Catholics. It measures scientifically the party trends of the Catholic voter. With data pooled from the National Election Studies from 1960 to 2004, it tests the hypothesis that church attending Catholics are realigning over time into the Republican Party both in vote choice and party identification, because of their pro-life position on abortion. Despite the benefits of antiretroviral therapy in treating HIV/AIDS, government responses have varied substantially, from provisions guaranteeing nearly universal access to insufficient provisions providing almost no access. This research seeks to specifically examine primary explanations, such as economic capacity, and emerging explanations, such as the role of electoral accountability and the presence of stigma, and the coordination between the epistemic community and political leadership as potential causes for the variance in the government provision. Defining Terrorism: The Evolution Of Terrorism As A Legal Concept In International Law And Its Influence On Definitions In Domestic Legislation, Reuven Young

Boston College International and Comparative Law Review

This Article examines the evolution of the definition of terrorism at international law and tests the widely held view that international law does not provide a definition of terrorism. It contends that by abstracting from the common elements and themes present in the United Nations General Assembly and Security Council resolutions concerning terrorism, and the multi-lateral anti-terrorism conventions, treaties, and protocols, one can discern a core international law definition of terrorism. This dissertation introduces new quantitative methods to comparative politics. These include an approximately unbiased missing data treatment, a first order autoregressive multilevel model for the analysis of cross-sectional longitudinal data, approaches for the separation of cross-sectional and longitudinal predictor effects to identify aggregation bias and a model for the empirical analysis of causal direction. This article seeks to explain why different types of volunteer organizations are prevalent in different countries. It hypothesizes that patterns of volunteer participation are a function of citizen attitudes toward governmental and individual responsibility for caring for society. Those countries (e.g., Japan)—where citizens think that governments should be responsible for dealing with social problems—will tend to have higher participation in embedded volunteer organizations, such as parent-teacher associations. We study how interest group lobbying of the bureaucracy affects policy outcomes and how it changes the legislature's willingness to delegate decision-making authority to the bureaucracy. We extend the standard model of delegation to account for interest group influence during the implementation stage of policy. We analyze how the decision to delegate changes when the bureaucratic agent is subject to external influence. The optimal degree of delegation as well as the extent to which interest groups influence policy outcomes differ depending on whether the system of government is characterized by unified or divided control. This Article has as its central theme the decentralization of the state’s control over legitimate military force with the consequential diffusion of governmental control that stands to fragment state sovereignty.
