The Two Koreas: Prospects For Economic Cooperation And Integration, Marcus Noland Dec 2000

The Two Koreas: Prospects For Economic Cooperation And Integration, Marcus Noland

Marcus Noland

After nearly a half century of strident adherence to the principles of socialism and self-reliance, North Korea may be on the verge of opening itself to outside aid and advice. Motivators include a decade of economic trouble punctuated by declining output and famine as well as underdeveloped infrastructures and reduction in foreign trade and material support. The limits of national selfsufficiency may finally have become admissible in North Korea, as evidenced by recent diplomatic negotiations and cooperative commercial projects with capitalist nations. South Korea, meanwhile, is struggling to regain ground lost in the financial crisis and to correct faults in ...

Decentralization And Democratization In Bolivia, Miguel Centellas Mar 2000

Decentralization And Democratization In Bolivia, Miguel Centellas

Miguel Centellas

Bolivia’s decentralization under the 1994 Ley de Participación Popular (LPP) cannot be characterized as federalism or administrative decentralization. The Bolivian model demonstrates the importance of ideological discourse and the role of decentralization in democratization. The ideological and historical roots of Bolivia’s state decentralization explain its divergence from other decentralization strategies. Bolivia’s LPP includes citi-zen-initiated Organizaciones Territoriales de Base (OTB) which provide communal democratic control over municipal governments. This unique strategy makes Bolivia a possible case for emulation among other decentralizing (and democratizing) regimes.

Piac És Igazságosság? (Market And Justice?), Attila Tanyi Jan 2000

Piac És Igazságosság? (Market And Justice?), Attila Tanyi

Attila Tanyi

The aim of the book is to uncover the relation between market and justice through the critical examination of the work of Friedrich Hayek. The book argues for the following thesis: the institution of free market is not the only candidate social system; substantial, not merely formal distributive justice must become the central virtue of our social institutions. Notwithstanding its achievements and virtues, the Hayekian theory makes a simple mistake by equivocating possible social systems, dividing them into two groups. One is the world of liberty and free market where people follow the general and abstract rules of conduct, accepting ...

Political Structures And Chinese Business Connections In The Malay World: A Historical Perspective, Robert Cribb Jan 2000

Political Structures And Chinese Business Connections In The Malay World: A Historical Perspective, Robert Cribb

Robert Cribb

The prominence of ethnic Chinese among successful business owners in Southeast Asia is intriguing. Many have sought the secret of Chinese success in Chinese characteristics. This chapter suggests that Chinese success rests rather on the specific historical circumstances in Southeast Asia during the colonial period and after. A series of crony-like arrangements has been possible because political conditions permitted them,

Democracy And Multiculturalism, Raphael Cohen-Almagor, Will Kymlicka Jan 2000

Democracy And Multiculturalism, Raphael Cohen-Almagor, Will Kymlicka

raphael cohen-almagor

One of the most pressing issues facing liberal democracies today is the politicization of ethnocultural diversity. Minority cultures are demanding greater public recognition of their distinctive identities, and greater freedom and opportunity to retain and develop their distinctive cultural practices. In response to these demands, new and creative mechanisms are being adopted in many countries for accommodating difference. This paper discusses some of the issues raised by these demands, focusing in particular on the difficulties, which arise in North America and Israel when the minority seeking accommodation is illiberal. Historically, liberal democracies have hoped that the protection of basic individual ...

The Evolution Of The Public Trust Doctrine And The Degradation Of Trust Re- Sources: Courts, Trustees And Political Power In Wisconsin, Melissa K. Scanlan Jan 2000

The Evolution Of The Public Trust Doctrine And The Degradation Of Trust Re- Sources: Courts, Trustees And Political Power In Wisconsin, Melissa K. Scanlan

Melissa K. Scanlan

The public trust doctrine is rooted in ancient Roman law and the Wisconsin Constitution. Ancient Roman jurists be- lieved that the natural law concept that the waters are common to all was not subject to the changing whims of legis- latures. Similarly, modern theorists assert that a constitutionally-based doctrine will be more insulated from politics. This Comment demonstrates the limits of these theories. The trust doctrine is not immutable. Based on interviews with the trustees of Wisconsin's water resources, this Comment uncovers the constraints on the trustees. It shows that trust resources are at risk due to politically-motivated decisions ...

El trabajo está dividido en cuatro secciones. En la primera se presenta el conjunto de reglas con las cuales los partidos y fracciones juegan en la arena parlamentaria y se vinculan con ...
