A growing body of evidence reveals that people of color and low-income persons have borne greater environmental and health risks than the society at large in their neighborhoods, workplace, and playgrounds. Over the last decade or so, grassroots activists have attempted to change the way government implements environmental, health, and civil rights laws. Grassroots groups have organized, educated, and empowered themselves to improve the way government regulations and environmental policies are administered. This article examines the development of the affirmative action issue since its inception, and compares its dynamics and evolution with the broader civil rights movement of the 1950s and 1960s. It identifies and discusses three periods or phases of the affirmative action regime. This vein of research helps provide at least a partial explanation for why policies in related areas of civil rights may produce different outcomes, and explicates the broad resistance to key elements of the anti-discrimination effort of the last three decades. This study assesses whether parents' educational background positively affects the retention and graduation of African-American students who attend Predominately White Institutions (PWI). Studies that have compared successful African-American students to unsuccessful African-American college students at PWI (Allen, 1985) have suggested that an important factor in understanding these differences in outcome is parents' educational background. College-educated parents may have clearer expectations for their children's college experience and may have instilled different cultural or socialization messages in their children. Releasing The Fetters: Parties And The Mobilization Of The African-American Electorate, Peter Wielhouwer

One of the most important functions of political parties is mobilizing the electorate during campaigns in order to help the party and its candidates win elections. To this end, the parties seek out particular types of potential voters, and this research assesses the efforts of the parties to mobilize African-Americans. Using the 1952–96 American National Election Studies and the 1996 National Black Election Study, I examine long-term patterns of party canvassing, bivariate effects of the party canvass on voting rates, and effects of the parties' activities on black voters in 1996.
