Community Building In Ethically Restructured States: The Baltics, Dovile Budryte

Drawing on democratic theory, this dissertation explores a thesis that the experience of ethnic restructuring significantly effects the ability of a democratizing state to successfully consolidate its emerging democracy. Ethnically restructured states, it is hypothesized, have an especially hard time creating inclusive democratic political communities, which is a necessary prerequisite for a consolidated democracy.

To test the thesis, the comparative case study method is applied to the ethnically restructured states of Latvia, Lithuania, and Estonia. The goal of the case studies is to examine the approaches that the Baltic states used to reduce polarization. The historical background to the case ...

This article discusses the concept of child abuse, and expert opinion about it, pertaining to the Elian Gonzalez case. Many different definitions of child abuse were applied to the situation (from differing perspectives) as authorities tried to decide if Gonzalez belonged in Miami, Florida with is "new family," or in Cuba with his father.

Globalization And Race Hierarchy In The United States, James Jennings

New England Journal of Public Policy

National economies have become irreversibly globalized while racial and ethnic divisions continue to be a reality in many societies. The author has set forth three different scenarios in an attempt to explain the link between globalization and racial and ethnic relations: (1) globalization limits national growth, thus contributing to increased racial and ethnic tensions; (2) globalization does not affect racial and ethnic relations either positively or negatively; and (3) globalization expands domestic economies, consequently helping to reduce racial and ethnic tensions within national borders. One of the most pressing issues facing liberal democracies today is the politicization of ethnocultural diversity. Minority cultures are demanding greater public recognition of their distinctive identities, and greater freedom and opportunity to retain and develop their distinctive cultural practices. In response to these demands, new and creative mechanisms are being adopted in many countries for accommodating difference. As Community Development Organizations (CDOs) are the primary vehicle for development in low-income neighborhoods, scholars have begun to examine them in terms of the degree to which they increase citizen participation, increase civic capacity, as well as stabilize and revitalize neighborhoods through the creation of social capital. According to Putnam, civic action requires the existence of social capital; he defines social capital as "norms, trust, and networks." As Gittell and Vidal note, there has been a "virtual industry of interest and action created around the implication of Putnam's findings for the development of low-income communities."

The Self-Destruction Of Yugoslavia, Dejan Guzina

The self-destructiveness of the former Yugoslav federal system has not yet received its appropriate place in numerous accounts of the causes of Yugoslavia’s disintegration. This essay explores the self-destructive mechanism of the former Yugoslav socialist federal system. Its main thesis is that it was the institutional composition of the former Yugoslavia that was largely responsible for the cleavages in the 1980s, which caused the mutually exclusive ethnic nationalisms of today. Changing Wages And Employment By Skill In Taiwan, 1978-1996: The Roles Of Education Policy, Trade, And Immigration , Chun-Hung Andy Lin

Since the 1970s, Taiwan's labor market has been characterized as a smooth functioning, highly integrated and nearly full employment market, which also enjoying high growth in labor earnings. Unlike most developed countries, the average unemployment rate in Taiwan was under 3 percent over the 1978--1996 period. Unskilled labor shortage problem has forced many industrial companies to move abroad where have cheaper labor costs. In 1990, the government began to invite foreign temporary unskilled workers from the Philippines, Thailand, Malaysia, and Indonesia.
