引言

中国的经济体制改革已经进行了将近二十年。在这一过程中, 居民收入分配的格局发生了很大变化。

本章试图对收入分配格局的变化,特别上收入差距扩大的状况作一考察。由于收入分配涉及的面很广,本章拟集中考察收入分配变化的一些重要方面。

为了更好地考察改革以来收入分配的变化情况,还拟对改革以前中国居民收入分配的特点作一简要的回顾与分析, 以便对这种变化的起点和背景有一个基本的了解和判断。

中国的经济改革是同经济发展或增长紧密地联系在一起的,换言之, 中国从计划经济向市场经济转换的过程是同从二元经济向现代经济转换的过程交织在一起的。中国居民收入分配格局的变化是在这样两个转变的过程中实现的。因此, 本章还试图从经济发展、经济改革以及与此有关的政策因素中去分析收入差距变化的原因。

在本章的最后, 我们拟对今后如何改进收入分配提出一些具有政策含义的建议。 本章所引用的资料, 有一部分来自于中国社会科学院经济研究所收入分配课题组(以下简称经济所课题组) 对1988年和1995年城乡居民收入分配状况所作的抽样调查, 有一部分来自于国家统计局以及其他渠道。凡未注明出处者, 均来自于上述两次抽样调查。

Monitoring Elections In El Salvador And Nicaragua, Jack Spence

I observed the February 1990 elections in Nicaragua as a member of both the Latin American Studies Association observation team and that of Hemisphere Initiatives, a group with which I have worked. In El Salvador I headed the Hemisphere Initiatives team. I visited Nicaragua five times during the electoral period, and for El Salvador, for once my academic calendar coincided with Salvadoran history. A sabbatical in the last academic year allowed me to be there during the electoral period.

This short article, written for an audience of U.S. based social science teachers, reviews the historical circumstances surrounding the drafting of the Universal Declaration of Human Rights, which the United Nations General Assembly adopted on December 10, 1948. The narrative focuses attention on the negotiating process and, in particular, Eleanor Roosevelt’s role as Chair of the U.N. Commission on Human Rights, which drafted the landmark document.

This article describes the political denial that is implemented by terrorists and supporters of terrorists after an adversary counterterrorist operation and that is intended to impede future operations. Sudanese-sponsored and supported terrorism and United States Government counterterrorist operations are used as an example. This paper provides a game-theoretic model of representative democracy with endogenous party formation. Coalition formation may occur before and after elections, and the expected payoffs from the after-election majority game affect incentives-to form parties before the elections. In this way Duverger's hypothesis can be formally explained by the strategic behavior of political elites. If politicians care primarily about private benefits, the equilibrium policy outcome under a proportional electoralsystem coincides with the median party's position. On the other hand, with quasilinear utility, the.distance from the median voter outcome may be lower with plurality rule.

This thesis investigates reelection moderation in the U.S. Senate on economic, social, and foreign policy between 1983 and 1994. I test 3 hypotheses based on the assumption that senators moderate their voting records when seeking reelection to appeal to the median voter. My hypotheses are: (1) Both groups of senators will moderate on economic policy, but a larger percentage of Democrats will moderate than Republicans (2) A majority of Democratic senators will moderate on social policy, but only a small percentage of Republicans will moderate.
