Religious Influences On Voting Behavior During The 54th Session Of The Montana State Legislature: Catholics And The Religious Right, Brandon Holt

There has been a great deal of interest in religious influence on voting behavior among legislators during the election of 1994 and to the present. This project explored the influence of Roman Catholic social justice teachings on the Catholic and religious right members of the Montana legislature in 1995. The relationship between religious affiliation of the legislators and voting was explored using the voting records of the Montana State legislators on several bills monitored by the Montana Catholic Conference, the liaison for the Montana bishops to the legislature. Homeward Bound is divided into five sections. Section I, Food Access and the Transit Dependent, identifies a range of issues concerning the lack of food access in low income communities. It elaborates the specific contributions to the problems of food insecurity associated with access needs, such as supermarket location or nutritional deficiencies. Section II, Current Policies, reviews and analyzes the nature of the programs and policies that have been established regarding food access by both public and private sector groups. In the Margaret Chase Smith Essay, Chris Spruce addresses the conundrum of public referenda, championed by many as the most direct form of democracy and criticized by others for creating winners and losers without the traditional give and take of American politics. He reviews the recent history of public referenda in Maine, including the recent clear-cutting initiative. Perhaps we lose more than we gain when we oversimplify complex public issues with inherently conflicting values biases.

The most important variable in a decision making situation is the role of information. On the strength of information received, choice between competing alternatives is made. One decision making situation that receives intense scrutiny, and is a subject of much debate is the passage of bills into laws. Legislative decisions are arrived at in a highly charged political environment. This paper explores the role of information and informants in the legislators' institutional and environmental arena, and the personal characteristics of the legislators that influence the decision making process.
