A Statistical Analysis Of U.S. Foreign Aid And Latin American Human Rights, 1977-1988, Quentin Kidd

Theses and Dissertations

This paper is set in a time when, quite frankly, situations and events around the world are changing much faster than the perceptive abilities of the academic community. During the Cold War period it was relatively common to focus one's research toward a particular direction or specialty and feel safe that the rug would no be pulled out from under it. Many of this century's great political scientists carved their niches and made their names by studying and commenting on the status of the world as defined by the Cold War. Times have changed though. The Cold War ...

Collective Leadership In Contemporary Irish Nationalism: The Writing Of Gerry Adams, Kathryn Cantrell May 1993

Collective Leadership In Contemporary Irish Nationalism: The Writing Of Gerry Adams, Kathryn Cantrell

Theses and Dissertations

Tracing its origins to Theobald Wolfe Tone's United Irishmen, founded in Belfast on October 18, 1791, Irish Republicanism has evolved from its original anti-sectarian, Lockean principles as represented by Tone1 to a modern movement encompassing national self-determination, antisectarianism, cultural nationalism, radical social policies, the politics of electoralism, as well as support for the armed struggle dedicated to British withdrawal from Northern Ireland and a united Ireland. Today, the modern Irish Republican movement is best represented by the political party Sinn Fein. The party's present leadership, headed by its president Gerry Adams, has changed the politics and strategies of ...

Detection Of Deception In Law Enforcement Applicants: A Preliminary Investigation, Randy Borum, Harley Stock Apr 1993

Detection Of Deception In Law Enforcement Applicants: A Preliminary Investigation, Randy Borum, Harley Stock

Mental Health Law & Policy Faculty Publications

Using the MMPIand the IPI, the present study examined the differences in psychometric defensiveness between two groups of law enforcement applicants: applicants identified as being deceptive and a comparison group of candidates for whom no deception was indicated. Significant differences were found on the traditional validity (minimization) scales for both instruments as well as several supplemental scales and indexes from the MMPI. A new index (Es-K) from the MMPI showed a highly significant difference between groups and good classification accuracy. The results suggest that deceptive applicants show more defensiveness on psychometric testing and that test results may assist in raising ...

Advocacy And Diplomacy In The Great Lakes: A Case History Of Non-Governmental-Organization Participation In Negotiating The Great Lakes Water Quality Agreement, Jack Manno Apr 1993

Advocacy And Diplomacy In The Great Lakes: A Case History Of Non-Governmental-Organization Participation In Negotiating The Great Lakes Water Quality Agreement, Jack Manno

Buffalo Environmental Law Journal

This article describes and analyzes the role of non-governmental organizations, or NGOs, in the system of governance that has developed to manage the use of natural resources, and that management's impact on the Great Lakes ecosystem. Particular emphasis is given to the organizational history of one such NGO, Great Lakes United, and its actions and strategies in relation to the Canada-U.S. Great Lakes Water Quality Agreements, and to the negotiations leading to the 1987 Protocol to the Agreements. My more general purpose is to contribute to the development of a literature of NGO case histories in order to ...

Trade Friction Between The United States And Japan: An Analysis Of The Situation In 1992, Mariko Hirano Apr 1993

Trade Friction Between The United States And Japan: An Analysis Of The Situation In 1992, Mariko Hirano

Master's Theses

Trade friction between the United States and Japan is discussed and it is shown why negotiations like Structural Impediments Initiative Talks alone have not improved the trade relations between the two countries. This is not only because of fundamental cultural and economic differences, but because of significant differences in the interests of Japanese business, Japanese government, American business, and American government. The Japanese political system is described. A detailed description of Japanese conglomerated system (keiretsu) is presented. This conglomerate system is often viewed as a major obstacle by foreign companies to do business in Japan. The views of American politicians ...

The Entrepreneurial State Goes To Europe, William E. Hudson, John Carroll, Mark Hyde Jan 1993

The Entrepreneurial State Goes To Europe, William E. Hudson, John Carroll, Mark Hyde

Political Science Faculty Publications

This article investigates state-level export programs in response to the emerging new economic and political regime of Europe 1992. Little related export promotion activity is found, even in states reputed to have the most active entrepreneurial policies. The authors conclude that states have few resources to invest in export promotion and are inappropriate jurisdictions around which to organize such policy, despite the much touted "entrepreneurial state."

The Kuril Islands Dispute: An Obstacle In Russo-Japanese Relations, Roderick J. Fraser Jr. Jan 1993

The Kuril Islands Dispute: An Obstacle In Russo-Japanese Relations, Roderick J. Fraser Jr.

Theses and Major Papers

The controversy between Japan and Russia over the ownership of the Kuril Islands is a significant barrier to improved diplomatic relations in the Far Eastern region. Because of this dispute, Japan and Russia have not yet signed a peace treaty to formally end the second world war and neither side seems willing to make any significant concessions to reach a compromise. The issue of ownership of these islands has been a continuing focal point of Russo-Japanese relations since the two nations first made contact in the late eighteenth century. The various aspects of this dispute are complex and have continued ...

Introduction, Philip E. Tetlock, Jo L. Husbands, Robert Jervis, Paul C. Stern, Charles Tilly

Management Papers

"May you live in interesting times," runs the legendary Chinese curese. These are interesting times: almost anything can happen except a return to the delicate but enduring balance between two blocs that marked international relations for nearly half a century after World War II. The possibilities include nuclear war, not in the form of the long-feared mutual destruction of the Soviet Union and the United States, but as a last resort in the course of escalating regional conflicts in the Middle East or South Asia. In the aftermath of the 1991 Gulf War, United Nations inspectors found evidence of strong ...

Elections And Mass Politics In Yemen, Sheila Carapico Jan 1993

Elections And Mass Politics In Yemen, Sheila Carapico

Political Science Faculty Publications

Yemen's experiment in popular parliamentary elections has shaken things up in the Arabian Peninsula, the last place on earth that the United States wants to see democracy flourish. But internal political differences, profound economic crisis and Saudi hostility puts this achievement at risk.

The Economic Dimension Of Yemeni Unity, Sheila Carapico Jan 1993

The Economic Dimension Of Yemeni Unity, Sheila Carapico

Political Science Faculty Publications

In North and South Yemen, disparities in patterns of private and public ownership were far more subtle than the designations "capitalist" and "socialist" suggest. In contrast with Germany, their marriage was more a merger than a takeover.

Kuwait Task Force: A Unique Solution To Kuwait's Reconstruction Problems, Patrick W. Carlton Jan 1993

Kuwait Task Force: A Unique Solution To Kuwait's Reconstruction Problems, Patrick W. Carlton

Public Policy and Leadership Faculty Publications

Prepared in February 1993 on Civil-Military Operations during Operation Desert Shield/Storm 1991. This work documents the services of a unit of public officials, who I call 'public administrators in green.' These men and women, having entered on active duty with the U.S. Army, made a significant contribution to restoration of government services in Kuwait following the cessation of hostilities. Their work was recognized in December 2016 by the Reserve Forces Policy Board, which presented the Distinctive Service Award for 'exceptional, meritorious and distinctive service ...during the liberation and restoration of the government of Kuwait.'

Statement By Former U. S. Trade Representative Clayton Yeutter, Clayton K. Yeutter Jan 1993

Statement By Former U. S. Trade Representative Clayton Yeutter, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

When the Uruguay Round was launched in 1986, those of us who were present expected it to be completed in four years. Regrettably it took seven. The delay reflects the turmoil and disruptions of a global recession, termination of the Cold War, and political turnover among some of the major trading nations. But persistence paid off, this very ambitious Round is now successfully concluded, and the world will be better off for it.

The “Self-Executing” Character Of The Refugee Protocol’S Nonrefoulement Obligation, Carlos Manuel Vázquez Jan 1993

The “Self-Executing” Character Of The Refugee Protocol’S Nonrefoulement Obligation, Carlos Manuel Vázquez

Georgetown Law Faculty Publications and Other Works

When the United States ratified the 1967 U.N. Protocol Relating to the Status of Refugees (Protocol), it undertook not to "expel or return (refouler) a refugee in any manner whatsoever to the frontiers of territories where his life or freedom would be threatened" on specified grounds. On May 24, 1992, President Bush issued an executive order, known as the Kennebunkport Order, authorizing the United States Coast Guard to interdict vessels on the high seas suspected of containing Haitians destined for U.S. shores and to return such persons to Haiti without regard to whether their lives or freedom would ...

Democracy And Socialism In Sandinista Nicaragua, Gary Prevost, Harry E. Vanden Jan 1993

Democracy And Socialism In Sandinista Nicaragua, Gary Prevost, Harry E. Vanden

Government and International Affairs Faculty Publications

Moving beyond Cold War rhetoric and stereotypical views of Third World Marxism, the authors convincingly argue that the democratic tradition and practice that was emerging in socialist Nicaragua could well serve as a model for other Third World states. They analyze concepts of democracy and the ideology of the FSLN and show that the Sandinista movement is not in any way stock Marxist-Leninism. Instead, this nationalist variant of Third World Marxism is—like most others—a function of indigenous realities.Vanden and Prevost demonstrate that Nicaragua has seen the establishment of at least three different forms of democracy: popular, participatory ...
