The Triple Entente And The Triple Alliance 1880-1914: A Collective Goods Approach, John A. C. Conybeare, Todd Sandler

The distribution of burdens in alliances may be explained in terms of public and private outputs. A joint product model is applied to the Triple Alliance and Triple Entente, using generalized least squares-auto regressive moving average (GLS-ARMA) techniques and time series data. Results indicate that countries regarded allies' military effort more as complements than as substitutes, though several examples of free-riding behavior are noted. The method used here may provide more accurate estimation of publicness problems than is found in the usual static tests.

From 1871 to 1914, Germany experienced its first taste of world power and the failure of controlling and retaining that power. German power after 1871 had sought only a dominance of continental politics and a maintenance of a status quo in Europe favorable to Germany. Following 1890, however, the German course deviated to include a vision of world power. Citizens, Development Interests, And Local Land-Use Regulation, Arnold Fleischmann, Carol A. Pierannunzi

Local governments confer significant benefits and costs on individuals and businesses through their power to regulate private land use. This article analyzes such regulation by using discriminant analysis to test a model of rezoning decision making. The results indicate that the best predictor of a local governing body's decision in a rezoning case is the recommendation of the appointed planning commission. This is contrary to both scholarly and popular expectations that pressure by developers or public protest is the major factor influencing elected officals in rezoning cases. Political Parties And Confidence In Government: A Comparison Of Norway, Sweden And The United States, Arthur H. Miller, Ola Listhaug

Comparable survey data from Norway, Sweden and the United States are used to examine trends in political trust for the period 1964-86. During the early part of that period trust declined in all three countries; later it recovered for Norway but continued to plummet in Sweden and the United States. Three major features of the party system are hypothesized to explain the difference in these trends for the three countries. The Challenge To The Judiciary Of The Nineties:Managing Appeals In The Federal Courts, Kelly N. Kalus '90

Court reform is a growing national priority. The overwhelming number of litigants populating American courtrooms today has placed a serious burden upon judicial institutions to produce well-thought, reasoned decisions in light of a rapidly increasing caseload. This caseload growth has restricted judges from fully effectuating their duties. Consequently, efforts to accommodate the growing demand for judicial services reflect a deviation from the traditional role and responsibilities of the American judge. For the United states judicial system, such a departure from tradition has dangerous and potentially irreversible implications. Immediate action must be taken to prevent any serious ramifications from arising.

Opportunity, Willingness, And The Diffusion Of War, Randolph M. Siverson, Harvey Starr

Using borders and alliances as indicators of opportunity and willingness, respectively, we test the relationship between the sea and the diffusion of war during the 1816-1965 period. The impact of borders and alliances, individually and in combination, on the growth of ongoing war through "infectious" diffusion is shown through the comparison of baseline cases to cases where states at peace were exposed to various "treatments" comprised of warring border nations or warring alliance partners. The findings indicate that the probability of war diffusion is substantially increased as opportunities and willingness increase, particularly when such geographic and political factors are combined ...

I recently accompanied Admiral William Crowe, retired Chairman of the Joint Chiefs of Staff, during his 9-day stay in the USSR. The trip was an extension of the U.S.-USSR military-to-military exchanges that were initiated under Crowe's leadership at the JCS. The purposes of the trip were to reciprocate Marshal Sergei Akhromeyev's visit to the United States and to testify to the Supreme Soviet's Committee on Defense and State Security.
