If we wish to know what the founding generation meant by liberty, consult the election sermons and thanksgiving sermons of the day. The founders knew that “where the Spirit of the Lord is, there is liberty” (2 Cor. 3:17). They sought to live together as a Christian people according to Christ’s “perfect law of liberty” (Jas. 1:25). That is, “the liberty wherewith Christ hath made us free” (Gal. 5:1). This is what is written between the lines of the Constitution. The Bible is the charter of our liberty. It is the substance of our constitutional liberties.

During the last seven years there has been a significant shift to the right in the ideological perspectives of American political institutions and behavior. Despite some inconsistencies, the direction is clear. The term "moderate" has acquired a conservative meaning, and liberals have been split into neo-liberal and neoconservative camps. At this moment American society is informally declaring that it is not committed to achieving the goal of equal outcomes long espoused by a mainly liberal national political and institutional system.

State Aid To Public Schools: An Analysis Of State Responsiveness To School District Needs, John P. Pelissero, David R. Morgan

Despite decades of attempted fiscal reforms throughout virtually every state, most state school aid is still allocated on a per pupil basis. The chance exists, nonetheless, that the remaining funds are at least somewhat targeted to socioeconomic or fiscal need. This research, covering two recent time periods, finds little evidence that non-enrollment-based state aid is targeted to need.

The Impact Of The Supreme Court On Trends In Economic Policy Making In The United States Courts Of Appeals, Donald R. Songer

Previous impact research has primarily investigated controversial civil liberties decisions. The present study examines the response of the United States Courts of Appeals to changes in the labor and antitrust policies announced by the Supreme Court between 1950 and 1977. Significant impact was discovered. In each policy area, the decisional trends of the courts of appeals underwent a significant change after each of two policy shifts on the Supreme Court. Changes in the decisional trends of the courts of appeal were in the predicted direction even after controls were introduced for judges' party and holdover effects.

Participation And Independence Of Consumers In A Health Systems Agency, Keith J. Mueller , John C. Comer

Health Systems Agencies (HSAs) were mandated to include representation of the community, broadly conceived. The implicit intention of the law was to include consumers as important and co-equal participants with providers in health planning. This paper is an examination of consumer participation in one HSA. Contrary to expectations derived from the literature, citizens in this HSA exercised independent judgment regarding the major issue to confront them. Political Self-Efficacy Tested, Douglas Madsen

A subset of citizens in a democratic system directly test their political self-efficacy by petitioning government for assistance of one kind or another. Drawing on survey data gathered in India in 1967, this investigation focuses on the consequences of success or failure for perceived self-efficacy and for perceived governmetn responsiveness. The analysis demonstrates that (1) successful petitioners come to enjoy a somewhat enhanced sense of self-efficacy but do not view government as particulary responsive, (2) unsuccessful petitioners do not see themselves as inefficacious but--possibly instead--do see government responsiveness in distinctly negative terms, and, (3) the kind of evidence that can ...

Recruitment Contrasts In A Divided Charismatic Movement, Douglas Madsen, Peter G. Snow

This research report analyzes the evolution of the bond between a charismatic leader and his mass following. Its empirical focus is the case of Juan Peron and the Peronist movement in Argentina. After discussing stages in the evolution of charisma, we review our earlier findings showing that by 1965 there was clear separation between those Peronists devoted to the movement and those Peronists devoted to the man. We note distinctive features in the social and attitudinal profiles of each and then turn to our principal concern, the recruitment of new blood into each Peronist camp. Residential Mobility And Voter Turnout, Peverill Squire, Raymond E. Wolfinger, David P. Glass

We examine the characteristics of a largely ignored low-turnout group--people who have recently moved. We find that neither demographic nor attitudinal attributes explain their lower turnout. Instead, the requirement that citizens must register anew after each change in residence constitutes the key stumbling block in the trip to the polls. Since nearly one-third of the nation moves every two years, moving has a large impact on national turnout rates. We offer a proposal to reduce the effect of residential mobility on turnout and estimate that turnout would increase by nine percentage points if the impact of moving could be removed ...
