Southern African Development Coordination Conference Sadcc: An Assessment Of Economic Integration And Reduction Of Dependency In The Region, Eddie E. Ogoun Dec 1987

Southern African Development Coordination Conference Sadcc: An Assessment Of Economic Integration And Reduction Of Dependency In The Region, Eddie E. Ogoun

ETD Collection for AUC Robert W. Woodruff Library

This research is aimed at assessing SADCC in relation to the degree to which it has accomplished its own aims, regional economic integration and reduction of dependency. The study has relied on and used the dependency theory which holds that the development in a peripheral capitalist system is a continuous process of dispossessing the less developed countries of their raw materials in favor of maintaining the advancement of the capitalist countries. In short, neo-colonial dependence view of underdevelopment attributes a large part of the Third World's continuing and worsening poverty to the existence and policies of the industrial capitalist ...

Policy Gambit: Conservative Think Tanks Take On The Welfare State, David Stoesz Dec 1987

Policy Gambit: Conservative Think Tanks Take On The Welfare State, David Stoesz

The Journal of Sociology & Social Welfare

Conservative policy institutes have reevaluated their position regarding welfare and begun to present proposals to change social welfare policy. Instrumental in this development are the American Enterprise Institute and the Heritage Foundation, conservative think tanks which have developed projects for the purpose of making social policy more consonant with conservative philosophy. If progressive organizations are to reassert their role in the policy process, they will have to use some of the aggressive techniques pioneered by the conservative think tanks.

The Search For Voice: Ideology And Perspective In The Black Community, Phillip L. Clay Sep 1987

The Search For Voice: Ideology And Perspective In The Black Community, Phillip L. Clay

Trotter Review

During the last seven years, there has been a significant shift to the right in the ideological perspectives of Amencan political institutions and behavior. Despite some in consistencies, the direction is clear. The term “moderate” has acquired a conservative meaning, and liberals have been split into neo-liberal and neo-conservative camps. At this moment American society is informally declaring that it is not committed to achieving the goal ofequal outcomes long espoused by a mainly liberal national political and institutional system.

The shift to the right is working changes on traditional black ideological perspectives, both among blacks and between black and ...

The "New" Black Neo-Conservativism: A Critique, James Jennings Sep 1987

The "New" Black Neo-Conservativism: A Critique, James Jennings

Trotter Review

In this presentation, I will examine some of the general ideas, explanations and logic regarding black life conditions offered by a group of intellectuals who have come to be described as “Neo-Conservative.” I will not concentrate my critique on particular individuals, however; my focus will be primarily on the ideas and proposals that they have offered, especially those ideas that have been associated with public policy proposals.

In my opinion, the media and the scholarly community have focused too much on individuals, rather than examining closely and analytically the public policy ideas associated with Neo-Conservatism. I will seek to critique ...

Bicentennial Lecture: The Charter Of Our Liberty, Steven Samson

Faculty Publications and Presentations

If we wish to know what the founding generation meant by liberty, consult the election sermons and thanksgiving sermons of the day. The founders knew that “where the Spirit of the Lord is, there is liberty” (2 Cor. 3:17). They sought to live together as a Christian people according to Christ’s “perfect law of liberty” (Jas. 1:25). That is, “the liberty wherewith Christ hath made us free” (Gal. 5:1). This is what is written between the lines of the Constitution. The Bible is the charter of our liberty. It is the substance of our constitutional liberties.

State Aid To Public Schools: An Analysis Of State Responsiveness To School District Needs, John P. Pelissero, David R. Morgan Sep 1987

State Aid To Public Schools: An Analysis Of State Responsiveness To School District Needs, John P. Pelissero, David R. Morgan

Political Science: Faculty Publications and Other Works

Despite decades of attempted fiscal reforms throughout virtually every state, most state school aid is still allocated on a per pupil basis. The chance exists, nonetheless, that the remaining funds are at least somewhat targeted to socioeconomic or fiscal need. This research, covering two recent time periods, finds little evidence that non-enrollment-based state aid is targeted to need.

Registering The Poor To Vote: Lessons From The 1984 General Election, Ira Colby Sep 1987

Registering The Poor To Vote: Lessons From The 1984 General Election, Ira Colby

The Journal of Sociology & Social Welfare

Voter registration and educational programs for the poor and moderate income groups were a dominant political strategy embraced by a number of social welfare organizations during the 1984 general election. This article reviews one such project that registered 4,124 individuals and implemented a follow-up survey of 500 new registrants. Based on the survey, the author identifies a number of voting and nonvoting behaviors that should be considered in future voter registration and education projects. The author also identifies critical policy issues that impede voter participation among the poor.

The Impact Of The Supreme Court On Trends In Economic Policy Making In The United States Courts Of Appeals, Donald R. Songer Aug 1987

The Impact Of The Supreme Court On Trends In Economic Policy Making In The United States Courts Of Appeals, Donald R. Songer

Faculty Publications

Previous impact research has primarily investigated controversial civil liberties decisions. The present study examines the response of the United States Courts of Appeals to changes in the labor and antitrust policies announced by the Supreme Court between 1950 and 1977. Significant impact was discovered. In each policy area, the decisional trends of the courts of appeals underwent a significant change after each of two policy shifts on the Supreme Court. Changes in the decisional trends of the courts of appeal were in the predicted direction even after controls were introduced for judges' party and holdover effects.

Single Party And National Integration In Africa The Case Of The Mpr In Zaire, Ben O. Olofio Jul 1987

Single Party And National Integration In Africa The Case Of The Mpr In Zaire, Ben O. Olofio

ETD Collection for AUC Robert W. Woodruff Library

The aim of this study was to determine whether or not the Mouvement Populaire de la Revolution (MPR) as a single political party in Zaire has brought about national integration in the country. The Charter of the Party, herein referred to as the Nsele Manifesto, states that "the MPR intends to restore the state authority and the union of the Zaireans for the sake and the grandeur of the Republic." Carried out from a historical materialist perspective, the study comes up with three major findings. First, from a behavioral standpoint the MPR has implemented a vertical integration in Zaire as ...

Removing Elected Officials From Office: The Use Of The Recall In Georgia, Marion E. Orr Jul 1987

Removing Elected Officials From Office: The Use Of The Recall In Georgia, Marion E. Orr

ETD Collection for AUC Robert W. Woodruff Library

This thesis examines the effectiveness of Georgia's "Public Officers Recall Act" as a tool for Georgians seeking to remove elected officials from office. The methodology employed in this study is the case study approach.

The results of this study indicate that Georgia's recall law is effective. The results are significant because they indicate that voters in Georgia have an effective means to challenge and oust elected officials who are no longer satisfactory to them.

Participation And Independence Of Consumers In A Health Systems Agency, Keith J. Mueller , John C. Comer Jul 1987

Participation And Independence Of Consumers In A Health Systems Agency, Keith J. Mueller , John C. Comer

Faculty Publications: Political Science

Health Systems Agencies (HSAs) were mandated to include representation of the community, broadly conceived. The implicit intention of the law was to include consumers as important and co-equal participants with providers in health planning. This paper is an examination of consumer participation in one HSA. Contrary to expectations derived from the literature, citizens in this HSA exercised independent judgment regarding the major issue to confront them. We conclude this was a function of the following: talents and skills of the consumer members; natural in¬terest in health care policy by consumer board members, sympathetic and supportive provider board members; and ...
