Congressional Receptivity To The Nixon Rationality On Drug Abuse Prevention, John D. Adriance

In 1972 the Congress of the United States enacted the Drug Abuse Office and Treatment Act (D.A.O.T.A). The passage of this bill marked the first time in the 20th Century that the federal government had produced major legislation that would deal with drug abuse as a disease instead of a crime. Likewise, the enactment and signing of D.A.O.T.A. meant that Richard Nixon would be the first American President to have an executive office which would be charged with the mission of supervising our national effort against drug abuse. This thesis is concerned with the process by which South West African Peoples Organization (SWAPO) is con-ducting the struggle for the liberation of Namibia. The purpose is to determine what type of liberation SWAPO may possibly bring to Namibia. The problem of this study arose out of concern for what has come to characterize African countries presently, namely : nominal independence without overall social transformation.

This thesis is a study of national security decision making in the Ford Administration. The subject for study is the Kissinger- Schlesinger controversy in the Ford Administration. The thesis will attempt to prove that the differences that emerged over issues of national policy were due to deep theoretical disagreements as to the nature of the international system, the utility of power in the nuclear age and the means by which to preserve detente.

Recently, a number of authors have constructed axiomatic defences of Borda's rule [2, 4, 8], In every case, it Is assumed that voters mark their ballots honestly, in accordance with their preferences. That this assumption may be unrealistic was known to Borda himself [ij. Elsewhere • [3, 5], it has been shpwn how Borda's rule can reward misrepresented pref erences on the part of individual voters. This result is in the same spirit as, but not a consequence of, the Gibbard-Satterthwaite theorem [6, 7], since Borda's rule allows ties. This is in marked contrast to Condorcet's rule ...

Expatriate Business And The African Response In Ghana: 1886-1939, Rhoda E. Howard-Hassmann

This thesis discusses the integration of' colonial Ghana into the world trading network between 1886 and 1939. It attempts to explain the underdevelopment of Ghana's economy as a result of her subjection to a system of economic and political imperialism. Ghana's contact with Britain resulted in a situation in which, although her trade economy "developed," her economic potential, as well as the potential for development of her trading and entrepreneurial classes, was thwarted. the study of the distribution of income summarizes a nation's social organization and the outcome of the forces of social change. The measurement of income distribution itself yields a type of social score-card, the resolution of claims by competing groups for the economy's output.
