A Regional Approach: City-County Consolidation As A Method Of Local Governmental Reorganization, Anthony Gene White

Dissertations and Theses

City-county consolidated governments are examined to isolate factors important to the success of the consolidation process, and are measured against objective and subjective criteria for the operation of such governments. Data are obtained through survey techniques and statistical analysis of demographic information. Results indicate that such success-oriented consolidation factors inherent in city-county governments do exist and can be interrelated in a mathematical model. Consolidated governments appear to improve their ability to handle urban problems, and officials of consolidated governments are more confident of their ability to handle these problems than are officials of other metropolitan governments reorganized in different manners.

The Indiana Congressional Delegation And Foreign Policy Issues 1939-1941, Loretta S. Glaze

Graduate Thesis Collection

This paper is an examination of the foreign policy attitudes of Indiana's United States Senators and Representatives during the critical years before the Second World War. My purpose is to determine whether these particular Mid-Westerners were a part of the isolationist bloc in Congress which exerted a significant influence on the formulation of foreign policy. The scope of the study is limited to an elucidation of the individual views as expressed in Congress b the members of the delegation and an analysis of the campaign for re-election waged by each of them as it relates to the broader issue.

During the period immediately preceding the Civil War, there arose a new political party, the Constitutional Union party. While nearly every other phase of the era around the Civil War has been covered exhaustively, comparatively, very little has been written about the Union movement and its attempt to prevent the war. What has been written about the Union party deals primarily with the movement at the national level. It is the goal of this author to present a history of the Union movement in Kentucky and the part played in the national party by Kentuckians.

Like the phrase "new national priorities," the term "conversion" has become a favorite of many liberal groups and politicians. Its use reflects a concern that, for too long, the military-industrial sector of the economy has monopolized resources of the U.S., while pressing domestic needs have gone unmet. The difficulty in translating this legitimate anxiety into effective political action is shown by the many interpretations given to conversion, and by the confusion that often surrounds discussion of the subject, especially when legislation is proposed to achieve conversion.

Libraries, like many other governmental organizations have a peculiar difficulty assessing how well they are able to serve their clientele. The reason is that they have no measure of success, such as profits or votes. The only measure is usually vocal communications such as complaints, suggestions, compliments or criticisms. Some of these suggestions are valid, but placing one's judgment on these communications can be very tenuous, and not necessarily representative of the desires of a majority of the clientele.

The Division of Family Services in the State of Utah has undergone an organizational change. State aid to needy families is now administered on a regional level, rather than a county level.

It was hypothesized that this reorganization would have little affect on the client's attitude toward state services. They would be aware of the change but would be neutral in attitude about the change.

This paper proposes to undertake a comprehensive investigation into the role, attitudes, and interrelationships of West Germany, France, Great Britain, and the United States within the framework of the North American Treaty Organization.
