A Regional Approach: City-County Consolidation As A Method Of Local Governmental Reorganization, Anthony Gene White Dec 1971

A Regional Approach: City-County Consolidation As A Method Of Local Governmental Reorganization, Anthony Gene White

Dissertations and Theses

City-county consolidated governments are examined to isolate factors important to the success of the consolidation process, and are measured against objective and subjective criteria for the operation of such governments. Data are obtained through survey techniques and statistical analysis of demographic information. Results indicate that such success-oriented consolidation factors inherent in city-county governments do exist and can be interrelated in a mathematical model. Consolidated governments appear to improve their ability to handle urban problems, and officials of consolidated governments are more confident of their ability to handle these problems than are officials of other metropolitan governments reorganized in different manners.

The Indiana Congressional Delegation And Foreign Policy Issues 1939-1941, Loretta S. Glaze

Graduate Thesis Collection

This paper is an examination of the foreign policy attitudes of Indiana's United States Senators and Representatives during the critical years before the Second World War. My purpose is to determine whether these particular Mid-Westerners were a part of the isolationist bloc in Congress which exerted a significant influence on the formulation of foreign policy. The scope of the study is limited to an elucidation of the individual views as expressed in Congress b the members of the delegation and an analysis of the campaign for re-election waged by each of them as it relates to the broader issue.

An Evaluation Of The Application Of Survey Research To Public Administration: A Case Study Of The Utah State University Merrill Library, Richard Allan Jenson May 1971

An Evaluation Of The Application Of Survey Research To Public Administration: A Case Study Of The Utah State University Merrill Library, Richard Allan Jenson

All Graduate Theses and Dissertations

Libraries, like many other governmental organizations have a peculiar difficulty assessing how well they are able to serve their clientele. The reason is that they have no measure of success, such as profits or votes. The only measure is usually vocal communications such as complaints, suggestions, compliments or criticisms. Some of these suggestions are valid, but placing one's judgment on these communications can be very tenuous, and not necessarily representative of the desires of a majority of the clientele.

The purpose of this research was to test the use of survey research as an aid to the public administrator ...

Effects Of Reorganization On The Clientele Of The Division Of Family Services In Northern Utah, Byron R. Burnham May 1971

Effects Of Reorganization On The Clientele Of The Division Of Family Services In Northern Utah, Byron R. Burnham

All Graduate Theses and Dissertations

The Division of Family Services in the State of Utah has undergone an organizational change. State aid to needy families is now administered on a regional level, rather than a county level.

It was hypothesized that this reorganization would have little affect on the client's attitude toward state services. They would be aware of the change but would be neutral in attitude about the change.

Survey research was used to obtain data for this study. A change scale was developed and a score computed. After reviewing the data the hypothesis was rejected. Clients did have a positive view about ...

Summary Of Efforts To Increase Sales Tax By 1/2%, Gary N. Anderson Apr 1971

Summary Of Efforts To Increase Sales Tax By 1/2%, Gary N. Anderson

Undergraduate Honors Capstone Projects

The 39th Legislature was faced with a well-organized lobby promoting the adoption of an increase in the sales tax to help the cities of the State of Utah meet their increasing financial plight, particularly in financing the needs of law enforcement. This paper will outline, from an observer's viewpoint, the background of this movement; its initial approaches; its later attempts; and finally its failure.

This is an examination of one particular issue which contains several elements which have continuing significance. 1)The move to adopt the 1/2% sales tax was well-publicized and was quite visible to the public ...

Contemporary Student Radicals And Their Belief Systems, Lloyd M. Tataryn Jan 1971

Contemporary Student Radicals And Their Belief Systems, Lloyd M. Tataryn

Theses and Dissertations (Comprehensive)

Student activism has become so familiar a feature of Western politics that the silent generation of students in the 1950’s and early 1960’s almost seems an aberrant phenomenon. Because radical students confront social authorities demanding reforms, it is not surprising that many in positions of authority eye student radicals with certain misgivings. An apprehensive attitude therefore exists on both sides. This study of student unrest analyses the relationship between technological innovation and social cleavage in order to trace the development of the differing attitudes and value sets over a period of time. The value dichotomy can be most ...

The Effect Of British Intrusion On The Customary Law Of Bantu Africa, C. Jeremy Curtoys Jan 1971

The Effect Of British Intrusion On The Customary Law Of Bantu Africa, C. Jeremy Curtoys

Undergraduate Honors Capstone Projects

Western man has great pride in his political institutions, which with some justification he holds to be the first to recognize the rule of law as superior to the rule of men. Thus it was with great confidence in his laws and rectitude of his ways that the first Europeans occupied Africa. The impact of this invasion upon the indigenous populations of Africa was tremendous. Every facet of Africa life, its social, political, economic and legal systems were affected.

A study of Bantu customary law has to depend largely on secondary material, because until recent times, the law of Bantu ...

Theses and Dissertations

The history of the South African Mission of The Church of Jesus Christ of Latter-day Saints (1853-1970) describes the progress of the Church in South Africa from its inception until the present time. Missionary proselyting activities in the land are traced, and the major historical developments of the mission are discussed.

In 1853 three missionaries began Mormon proselyting activities in the Cape Province and within six months they had baptized forty-five persons, established two branches, and organized the first conference of the Church.

Despite mob violence and opposition from the clergy, civil authorities, and the press, the Church continued to ...
