A Delphi survey was undertaken with a selection of professionals in academic, government and consulting across the world. The objective was to identify the application areas where priorities should be placed, and the current status of the research and information tools needed to address them. For this reason both modelling and application experts were included. The shifts in priorities over the last five years, and the differences in view between the three sectorsare presented. The attitudes towards a range of specific research anddevelopment directions were also assessed

When Is Cumulative Voting Preferable To Single-Member Districting?, Michael E Lewyn

Cumulative voting is most appropriate in small towns, nonpartisan elections, and jurisdictions in which voters know whether they are in the majority. By contrast, single-member districts are preferable to cumulative voting in big cities, state or federal elections, partisan elections, and elections in which the racial or partisan balance between factions is either close or is unknown to most voters.

This article discusses the bourgeoisie struggles against "nationalization" (1975-1976), and for "democracy" (1977-1978) and their relation to the transformations of the state system in Brazil after 1974. My objective here is to determine in what way certain organizational formats promoted by the Geisel government (1974-1979) significantly altered the current system of representation of "private" interests, based on corporatism, and its relation to the political conflicts from the "distension" period and the "political opening".

In Defence Of Exploitation, Justin Schwartz

The concept of exploitation is thought to be central to Marx's Critique of capitalism. John Roemer, an analytical (then-) Marxist economist now at Yale, attacked this idea in a series of papers and books in the 1970s-1990s, arguing that Marxists should be concerned with inequality rather than exploitation -- with distribution rather than production, precisely the opposite of what Marx urged in The Critique of the Gotha Progam.

This paper expounds and criticizes Roemer's objections and his alternative inequality based theory of exploitation, while accepting some of his criticisms. It may be viewed as a companion paper to my ...

The Odyssey Of The Democratic Right In Post-Franco Spain, Richard M. Skinner

Richard M. Skinner

Unlike their counterparts in most other Western countries, Spanish conservatives have found little success in recent years. Since Spain returned to democracy in 1977, rightist political parties have not won a majority in the Cortes in any election. Instead, the reins of power have been held by, first, the moderate Union de Centro Democratico (UCD), and later by the left-of-center Partido Socialista Obrero Espanol (PSOE). The Right has been hurt by its perceived links to the Franco regime, by its controversial longtime leader, Manuel Fraga Iribarne, and by the PSOE's increasing centrism.

In the last four years the Socialist Federal Republic of Yugoslavia has broken apart. Driven by nationalism, the wars in Slovenia, Croatia and Bosnia have killed an estimated 300,000 people, wounded another 1,500,00 and forced 4,500,000 people to become refugees. While the world see daily reports of Serbian aggression and nationalist extremism, feminists in Serbia have been protesting all acts of aggression, included that advocated by their own government and supporting the victims of violence.

The so-called 'third wave' of right-wing extremism has taken both society and social science by storm. In contrast to the many studies that look for possible explanations for the success of this 'wave', this article focuses on right-wing extremism itself. In the first part, the concept is defined on the basis of the existing literature, as a political ideology that consists of a combination of several features.
