The Political Consequences Of Party System Change, Riccardo Pelizzo, Zim Nwokora Aug 2015

The Political Consequences Of Party System Change, Riccardo Pelizzo, Zim Nwokora

riccardo pelizzo

This article engages one of the important gaps in the literature on party system effects: the consequences of party system change. We discuss how existing empirical approaches to party system change do not actually capture the changeability of patterns of party competition, which is the most direct understanding of the term “party system.” We propose a measure that does exactly this: the index of fluidity. Applying this measure to countries in South East Asia, we show that party system change is associated with harmful effects, including lower foreign direct investment and deterioration of the rule of law

A Functionalist Theory Of Oversight, Riccardo Pelizzo, Abel Kinyondo, Aminu Umar Jan 2015

A Functionalist Theory Of Oversight, Riccardo Pelizzo, Abel Kinyondo, Aminu Umar

riccardo pelizzo

The literature on oversight provides various approaches that have been used to measure oversight effectiveness. They include inferring oversight from the quality of governance, equating it with the presence of oversight activities as well as equating it with oversight capacity. However all these approaches are problematic as they wrongly consider oversight to be unidimensional. As a result they tend to produce measures that are too general and vague to provide a meaningful assessment of oversight effectiveness. It is in this context that this paper identifies the structural elements of oversight and goes on to contend that since oversight is a ...

A Spatial Analysis Of The Second Republic, Riccardo Pelizzo

riccardo pelizzo

The Optimal Classification method is applied to a newly created data set to provide a spatial map of the Italian Second Republic (1996–2008). A bi-dimensional political space was found in the XIII Legislature and virtually a one-dimensional political space in the XIV and XV Legislatures. In addition, the main dimension is explained along the government–opposition dimension rather than on the traditional left–right dimension. During the Second Republic, Italy experienced changes in the electoral system and in the format of parties. The data are used to discuss the implications of either change on the dimensionality space. It was ...

Rethinking Crises And The Accretion Of Executive Power: The "War On Terror" And Conditionality Evidence From Seven Political Systems, Riccardo Pelizzo, John E. Owens Jan 2013

Rethinking Crises And The Accretion Of Executive Power: The "War On Terror" And Conditionality Evidence From Seven Political Systems, Riccardo Pelizzo, John E. Owens

riccardo pelizzo

External shocks to democratic systems are likely to threaten the stability of relations between the executive and the representative assembly. This article investigates the impact of the so-called “war on terror” on executive-assembly relations in comparative perspective. We analyze data from seven countries, which varied in terms of form of government, level of democracy, culture, social structure, and geographic location, to evaluate its effects. We find that whereas in some systems the “war on terror” altered the balance of power between the executive and the assembly, in other cases the extant balance of power was preserved. We postulate various conditions ...

Party System Fragmentation And Pac Performance: The Case Of India, Riccardo Pelizzo, Gurprit Kindra Oct 2012

Party System Fragmentation And Pac Performance: The Case Of India, Riccardo Pelizzo, Gurprit Kindra

riccardo pelizzo

While the political consequences of party system fragmentation have extensively been discussed in the literature, little to no attention has been paid to whether the fragmentation of the party system affects the performance of public accounts committees. The purpose of this paper is to fill this gap by investigating the relationship between the fragmentation of the Indian party system on the one hand and the performance of the Indian public account committee. The evidence presented in the paper sustains the claim that such relationship is curvilinear which means that rising levels of fragmentation are beneficial to PAC performance up to ...

A New Index Of Legislative Oversight, Riccardo Pelizzo Jan 2012

A New Index Of Legislative Oversight, Riccardo Pelizzo

riccardo pelizzo

The purpose of this paper is to present a new index of legislative oversight. Building on the work by Stapenhurst (2011), who argued that a proper index of legislative oversight capacity should reflect not only legislatures’ internal oversight capacity but also the impact of contextual factors, we devise and propose a modified version of the Stapenhurst. The results of the empirical analyses presented in the paper sustain the claim that when properly operationalized and measured, legislative oversight capacity is a good predictor of legislative oversight effectiveness and other policy relevant results.

Fragmentation And Performance: The Indian Case, Riccardo Pelizzo Jul 2010

Fragmentation And Performance: The Indian Case, Riccardo Pelizzo

riccardo pelizzo

While previous studies investigated the transformation of the Indian party system from a predominant party system to a highly fragmented multi-party system, less attention has been paid to the political consequences of this change. By analysing an original dataset, this paper investigates how the fragmentation of the Indian party system has affected the stability of Indian legislatures, their ability to legislate, and the quality of the law-making process. Our analyses reveal that as fragmentation increased, legislatures became more unstable, produced lower amounts of legislation, and the quality of the law making process declined. The paper further suggests that these changes ...

Cartel Parties And Cartel Party Systems, Riccardo Pelizzo Jan 2008

Cartel Parties And Cartel Party Systems, Riccardo Pelizzo

riccardo pelizzo

The transformation of Western European Party Systems was associated with the emergence of a new model of party organization: the cartel party. The cartel party differs from previous party models because it is increasingly less an agent of society, has interests on its own, depends on state subsidies and struggles to preserve the conditions under whihc it prospers by distorting electoral competition. Through such a distortion the cartel of parties resembles the behavior of oligopolistic firms. The purpose of this book is to investigate whether and to what extent patterns of inter-party competition resemble the functioning of oligopolistic markets. The ...

Party Positions Or Party Direction?, Riccardo Pelizzo Apr 2003

Party Positions Or Party Direction?, Riccardo Pelizzo

riccardo pelizzo

The use .f the party manifesto data (PMD) to identqy parties’ position in the political space provida a rather distorted picture of the Italian party syJlern. Three possible explanations fbr this are explored, namely that the Italian party system is exceptional, that there are jlaws in [he data and there might be flaws in the methodology. The article argues that none of these explanations is jully satisJuctory and advances the hypothesis that the PMD left-right scores do not indicate parties’ posilions but instead indicate parties’ direction, that is how (and how much) parlies move to adjusl to changing political conditions ...

Timbuktu: A Lesson In Underdevelopment, Riccardo Pelizzo Jan 2001

Timbuktu: A Lesson In Underdevelopment, Riccardo Pelizzo

riccardo pelizzo

Th e purpose of the present paper is to investigate Timbuktu’s economic decline in the three centuries elapsed between 1526, when Leo Africanus reached the Mysterious City, and 1830, when the fi rst European explorers arrived in Timbuktu. It is argued that Timbuktu’s decline was neither an accident nor the result of inevitable natural conditions. Timbuktu’s decay was the product of historical and social forces. Specifi cally, it is argued that Timbuktu lost power and prestige because its market decayed. However, it is also suggested that no single factor can account individually for this event. Th e ...
