The purpose of this article is to contrapose the propositions on power, class and political domination presented by a particular interpretation of Marxism - structuralist Marxism - through a critical dialogue with one of its most paradigmatic authors: Nicos Poulantzas. The article states, against Poulantzas suggestions, that the insertion of the concept of "élite" in theoretical Marxism may produce positive effects on it, specially making the classist analysis of politics scientifically manageable.

The Politics Of Patents And Drugs In Brazil And Mexico: The Industrial Bases Of Health Policies, Kenneth C. Shadlen

After introducing pharmaceutical patents in the 1990s, Brazil subsequently adjusted the patent system to ameliorate its effects on drug prices while Mexico introduced measures that reinforce and intensify these effects. The different trajectories are due to the nature of the actors pushing for reform and subsequent patterns of coalitional formation and political mobilization. In Brazil, government demand for expensive, patented drugs made health-oriented patent reform a priority, and the existence of an autonomous local pharmaceutical sector allowed the Ministry of Health to build a supportive coalition. I want to use this opportunity to discuss a phenomenon that continues to plague the human experience. It is called the game of war. War is perhaps the deadliest game that humanity has created. The conflict itself represents what appears to be opposing views about the way things should be. Each side believes that it is right and that its actions are justified. Each side therefore seeks to impose its views on the other or to defend its views against the other. Each side fears the other as an enemy and each side projects its fears onto its perceived “enemy.”

Presidential re-election is a subject that has been present, with very few interruptions, in the Colombian press since 2004. A lot has been said, discussed and analyzed in favor of, as well as against, re-election during these recent times. The core of this disagreement is in the concept of democracy. While defenders of this constitutional reform place the accent in political majorities and believe that we must adapt the rules of the constitutional game to them, opponents make a distinction between affairs of this political juncture –majority and minority rules- and fundamental long term affairs, pertaining to the Constitution.

A notable strain in the literature suggests that party organisation has a net causal effect on the electoral performance of extreme-right parties. This view rests on a somewhat fuzzy definition and static conceptualisation of party organisation. Moreover, this organisational exegesis fails to fully acknowledge the impact of media communications on modern parties. While most conventional accounts assume an economic motivation behind the new regional autonomy movements, such claims have not been systematically tested. In this paper, we test the link between electoral support for Evo Morales and regional autonomy to socioeconomic and demographic indicators at the municipal level. Our cases include the three gas-producing departments of Santa Cruz, Tarija, and Chuquisaca. Our unit of observation is the municipality, for a total of 95 units. This paper undertakes a critical analysis of the 2007 Nigeria’s general elections, with emphasis on the ‘garrison’ process and its implications for the consolidation of democracy. It is argued that garrisoned electoral processes represent a powerful source of democratic instability that can threaten the consolidation of democracy. The paper illustrates these processes and concludes that much will, however, depend on how ‘winners’ and ‘losers’ manage their successes and failures, respectively. In recent years, the Paris club granted a number of African countries, including Nigeria, debt relief. This elicited widespread celebration in the capital cities of affected countries, where it was portrayed as averitable launch-pad to Africa’s development.
