The Unequal City: The Mass Criminalization Of The Urban Poor., Elizabeth Michele Jones Dec 2018

The Unequal City: The Mass Criminalization Of The Urban Poor., Elizabeth Michele Jones

Electronic Theses and Dissertations

Exploring and understanding the widespread use of arrests and incarceration in urban neighborhoods of concentrated poverty is the subject of this dissertation. The research addresses gaps in theoretical debates about the causes of mass criminalization that position the phenomenon as the result of either neoliberalism or racism. In addition, the dissertation explores the impact of mass criminalization on urban citizenship. Urban citizenship is a theoretical frame that considers the substance of the economic, social, political, and mobility dimensions of city life. The research methodology is a case study of two impoverished neighborhoods in the city of Louisville, Kentucky that incorporates ...

Framing Climate Change As National Security: A Survey-Experiment On Climate Change Perceptions., Adam Lyons Dec 2018

Framing Climate Change As National Security: A Survey-Experiment On Climate Change Perceptions., Adam Lyons

Electronic Theses and Dissertations

The issues surrounding climate change continue to have polarizing effects on many Americans. In this thesis I offer a potential bridge to this divide with a comprehensive study on how issue frames can impact how individuals shape their opinions on environmental issues. Focusing on a national security frame, I ask the central research “Will the public perceive issues of climate change differently when they are framed as threats to national security?” For this thesis I design an original experimental survey to measure the impact security framing has on participants’ perception of both climate change and environmental policy options. The survey ...

Lgbtq+ Nondiscrimination Laws In Kentucky., Christopher M Wales Dec 2017

Lgbtq+ Nondiscrimination Laws In Kentucky., Christopher M Wales

Electronic Theses and Dissertations

This thesis explores the political and demographic obstacles facing the Fairness movement in Kentucky in regards to local employment protection ordinances for LGBTQ+ persons (Fairness Ordinances). Using case studies on recent Fairness debates in Berea and Bowling Green, this thesis explores the concern some Kentuckians have about LGBTQ+ nondiscrimination ordinances in their communities. From these cases studies, it can be concluded that many of the concerns espoused by opponents of Fairness are simple scare tactics with no evidence supporting their claims. This thesis then utilizes a logistical regression to uncover what demographic characteristics increase the odds of a municipality possessing ...

Extending Difference Of Votes Rules On Three Voting Models., Sarah Schulz King Aug 2017

Extending Difference Of Votes Rules On Three Voting Models., Sarah Schulz King

Electronic Theses and Dissertations

In a voting situation where there are only two competing alternatives, simple majority rule outputs the alternatives with the most votes or declares a tie if both alternatives receive the same number of votes. For any non-negative integer k, the difference of votes rule Mk outputs the alternative that beats the competing alternative by more than k votes. Llamazares (2006) gives a characterization of the difference of votes rules in terms of five axioms. In this thesis, we extend Llamazares' result by completely describing the class of voting rules that satisfy only two out of his five axioms. In ...

Governing The Urban Water Commons : Essays On Collaborative Policy Networks In A Polycentric Ecology Of Urban Water Policy Games., Emmanuel Frimpong Boamah May 2017

Governing The Urban Water Commons : Essays On Collaborative Policy Networks In A Polycentric Ecology Of Urban Water Policy Games., Emmanuel Frimpong Boamah

Electronic Theses and Dissertations

Governing social-ecological systems, such as the urban water commons, is a multi-scale and multi-sector (polycentric) human-environment process. This dissertation interrogates this process by situating itself within the Ecology of Games Framework by Norton Long (and updated by Mark Lubell) and the literature on polycentric governance by the Bloomington School of Political Economy. The dissertation’s three essays 1) offer both theoretical and methodological means to enact polycentric public economies within the ecology of games framework, and 2) explicate the conditions under which interoganizational collaboration is fostered within a polycentric ecology of policy games in governing the Middle Rio Grande urban ...

Examining The Link Between Press Freedom And Politics., Megan Wollerton May 2017

Examining The Link Between Press Freedom And Politics., Megan Wollerton

Electronic Theses and Dissertations

Freedom of the press is a hallmark of liberal democracy. Denying this civil liberty emboldens a government to exert an undue degree of influence over its citizens. By comparing the media discourse in a democratic country to the media discourse in an authoritarian country, one could reasonably expect to identify unique language markers, which shed light on their divergent political climates. This study specifically sourced articles from the Venezuelan publication El Universal and the Costa Rican publication The Tico Times. The author then analyzed every article related to politics published by both newspapers in March 2014 and in March 2017 ...

How The City Of Indianapolis Came To Have African American Policemen And Firemen 80 Years Before The Modern Civil Rights Movement., Leon E. Bates Aug 2016

How The City Of Indianapolis Came To Have African American Policemen And Firemen 80 Years Before The Modern Civil Rights Movement., Leon E. Bates

Electronic Theses and Dissertations

This study explores a series of events that occurred in the spring of 1876. The relationship between the Indianapolis city government, the Marion County Courts, the Indianapolis Police Department, and the African American community came together to usher in changes never before envisioned. The Indianapolis Police Department (IPD) was formed in 1855, then disbanded 12 months later in a political dispute. From 1857-to-1876, the IPD was all white. These changes took place as the Reconstruction era was coming to a close. The first Ku Klux Klan was at its apex, terrorizing black communities, and Jim Crow was coming into its ...

Structure, Spending, And Democracy : A Study Of Municipal Governments., Neal Mcintyre Turpin Aug 2016

Structure, Spending, And Democracy : A Study Of Municipal Governments., Neal Mcintyre Turpin

Electronic Theses and Dissertations

The debate over the effect of government structure is one of the most examined aspects of administration. At the municipal level, much of this work has focused on the structural reforms of the Progressive era. Three of these reforms –city managers, at-large elections, and non-partisan elections –were meant to make cities more professional and efficient. Three more –initiatives, referenda, and recalls –were meant to make cities more democratic. A large segment of this literature has studied what effects these structures have on local government spending, and results have been mixed. This dissertation seeks to examine what effects structural reform elements ...

Exchange Patterns And Relations In Collaborative Governance., Charles Wharton Kaye-Essien May 2016

Exchange Patterns And Relations In Collaborative Governance., Charles Wharton Kaye-Essien

Electronic Theses and Dissertations

Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. Additionally, our understanding of the relational patterns that emanate from collaborative agreements remains fairly rudimentary. The main objective of this research is to address some of the gaps in the literature and improve our understanding of collaborative governance ...

The Evolution And Analysis Of Legal Protection For Medical Conscientious Objectors., John Peter Hill May 2016

The Evolution And Analysis Of Legal Protection For Medical Conscientious Objectors., John Peter Hill

Electronic Theses and Dissertations

Conscientious objection has a long tradition of legal and social recognition in America. It evolved as a subset of the constitutional free exercise of religion, and encompassed medical practice as well as the military after Roe v. Wade in 1973. Its constitutional protection abruptly changed with a Supreme Court case in 1990. Thereafter, medical conscientious objection – the exemption from performing certain acts by medical professionals – was regulated largely by legislation. Many of the conflicts arose and were resolved at the state level. Yet there is little study at the state level of why conscientious objection is protected or not. After ...

Contentious Spaces : A Comparative Analysis Of Latin American Resistance Campaigns, 1956-2006., Sean Lee Welch May 2015

Contentious Spaces : A Comparative Analysis Of Latin American Resistance Campaigns, 1956-2006., Sean Lee Welch

Electronic Theses and Dissertations

Why do resistance campaigns have different outcomes? Specifically, why do some resistance campaigns succeed, while others fail or fall somewhere between success and failure? Examining Latin American resistance campaigns between 1956 and 2006 through a theoretical lens of spatial agency, the varying outcomes of resistance campaigns (success, partial success, and failure) could be explained schematically by the same conditions. Generally, successful campaigns had the same conditions present, which include: facing an authoritarian regime; the ability of the campaign to build cross-class alliances that included urban elements; military shifts through defection, desertion, or open rebellion; the United States’ withdrawal of support ...

An Electronic Theory Of Democracy : House Members On Their Computers., Doug Murdoch May 2015

An Electronic Theory Of Democracy : House Members On Their Computers., Doug Murdoch

Electronic Theses and Dissertations

This paper analyzes the use of the Twitter use of all House of Representative members in the 111th Congress. The data used is a secondary dataset originally created by Gainous and Wagner (2014). This paper aims to demonstrate the methods members of Congress to create a public image. In traditional campaign literature, campaign statements are divided into four mutually exclusive categories: positive competitive, negative competitive, substantive, and information dissemination. This paper seeks to add a fifth category to the discussion, the presentation of self. The presentation of self is not a traditional form of campaigning. Rather, it is the strategy ...

Girls With Guns : The Disarmament And Demobilization Of Female Ex-Combatants In Africa., Emily Katherine Maiden May 2014

Girls With Guns : The Disarmament And Demobilization Of Female Ex-Combatants In Africa., Emily Katherine Maiden

Electronic Theses and Dissertations

Since the passing of U.N. Security Council Resolution 1325, states recovering from violence have worked to integrate females into peacemaking and peacebuilding processes. However, many states—particularly in Africa—struggle to craft policy that properly integrates female ex-combatants into disarmament, demobilization and reintegration (DDR) programs. Much of the literature on this subject focuses on how women and girls are reintegrated and rehabilitated into civilian society. However, the first vital steps in the DDR process are disarmament and demobilization. Utilizing the Peace Accords Matrix, I analyze a number of recent cases in Africa to examine ways in which DDR policy ...

Tuberculosis In Louisville And Jefferson County., Anna J. Haines Jan 1942

Tuberculosis In Louisville And Jefferson County., Anna J. Haines

Electronic Theses and Dissertations

There is an easy complacency in Louisville about tuberculosis. Some years ago the city and Jefferson County jointly built a beautiful and spacious sanatorium at Waverley Hills. Visiting physicians praise its adequate equipment and staff. Hospital statistics prove that it supplies the city and county with more than the standard number of beds for tuberculous patients; its provision for Negro patients is unusually generous. These pleasing truths tend to dull anxiety over tuberculosis as a local menace. Other social and health problems may be admitted, but it is not generally considered that tuberculosis presents any difficulties. To what extent is ...

Pan American Solidarity, 1932-1940., Morton M. Grodzins Jul 1941

Pan American Solidarity, 1932-1940., Morton M. Grodzins

Electronic Theses and Dissertations

On the first day of his first administration, President Franklin Roosevelt announced: In the field of world policy, I would dedicate this nation to the policy of the Good Neighbor -- the neighbor who resolutely respects himself and, because he does so, respects the rights of others -- the neighbor who respects his obligations and respects the sanctity of his agreements in and with a world of neighbors. Although Roosevelt's verbal touch was needed to give this foreign policy a name, definite changes in the Latin American policy of the United States had already appeared during the preceding Hoover administration. Indeed ...
