An understanding of how foreign aid has changed requires a thorough examination of the efforts taken in aid to address the widening finance gap in development, alongside the often-contested issue of aid effectiveness. This is particularly the case when looking at how aid should be paid for. Yet the question of how to best program and deliver foreign aid remains unanswered.

Councillors Deserve More: An Analysis Of Council Remuneration In Windsor, Chelsea Verna Bonneau

This paper analyzes the salaries of municipal councillors in Windsor, Ontario to determine if they are being paid an appropriate salary for the work they perform and the responsibility they hold. There are three methods used to find this result. First, the salaries of Windsor’s councillors are compared to the average salaries of other part-time workers in Ontario. Second, the average amount of time that councillors spend working on a weekly basis, both in meetings and outside of meetings, is determined. The Closing Of The Gates "The Politics Of Xenophobia In Immigrant Nations", Graham P. Nau

The following study seeks to explain the reason for increasing immigration restriction in countries with strong histories of immigration. The main country of focus is the United States, with Argentina and Canada analyzed in comparison. After exploring the conventional answers of: right-wing populism, economic explanations, and security concerns, the study makes the argument that a history of deep-rooted xenophobia is the best explanation for increasing immigration restriction in all three countries of analysis.

China’s global quest for energy has been one of the most fascinating developments of the past twenty years. As Chinese state-owned enterprises (SOEs) have increasingly gone ‘global’ in search of energy resources, scholars have explored the rationale and implications of China’s investment abroad. In the United States and Canada, refugee resettlement has been the subject of extensive scrutiny and political debate, particularly since the November 2015 terrorist attacks carried out by the Islamic State of Iraq and Syria (ISIS) against targets in Paris. While public opinion polls have shown increasingly negative attitudes toward refugees, existing survey questionnaires only provide a limited understanding of what shapes these views. As such, this study focuses on two important factors that influence attitude formation toward refugees, pre-existing levels of knowledge and contact with minority groups. Old Belief And The Balance Of Red And Blue: How Old Believers Managed Cultural Infringement, Joseph K. Van Den Berg

This paper covers the spread of the Old Believers into Western society, studying how they changed and evolved during the Cold War. The paper focuses on two communities, using them to compare the different attitudes Old Believers had towards differing host cultures. Using a litany of newspapers and the work of a few dedicated anthropologists, "Old Belief and the Balance of Red and Blue: How Old Believers Managed Cultural Infringement" shows the vast array of responses to a small group of Russian sectarians establishing themselves within Western Cultures of differing size and values.

This dissertation investigates the specific factors that drive state action in Canadian Arctic security policy, particularly in relation to securitization of the Arctic region and historical factors that influence decision-making. The purpose of this research is to develop stronger linkages between securitization processes and actual policymaking. When studying the Arctic as a defined geographical space, we see considerable differences between Arctic states when it comes to how cultural and historical attachment to the Arctic region may serve as a selling point for the ability of national governments to justify allocation of defense resources to their respective publics. A renewed Cold War with a new Central Front in Europe threatens international security. NATO’s arc of crisis stretches from Ukraine in the northeast to Turkey and Syria in the south. Montana’s Lake Koocanusa sits at the end of a river system that drains Canada’s most productive coal country. Today, the waters of the massive lake contain a mineral called selenium, a poorly understood byproduct of mine waste. This summer, the U.S. federal government will be in a position to declare that the selenium in the lake puts Canada in violation of its international treaty with the U.S. The Montana government, however, is preparing to argue otherwise through its own water analysis. Municipal associations carry out two core functions – advocacy and providing member services. How associations prioritize and perform these functions is largely unclear. This dissertation explores how membership composition affects their activities. Canada’s 18 provincial level municipal associations all provide advocacy and services for their members, but there are considerable differences within their memberships. Some associations represent all municipalities within a province while others are divided along linguistic, regional, or rural/urban lines.
