Civil Society Influence On International Organizations: Theorizing The State Channel, Christopher Pallas, Anders Uhlin

The literature on transnational civil society tends to treat civil society organizations (CSOs) as independent actors, accomplishing policy change largely through moral force or popular pressure. However, a significant portion of CSO successes in policy advocacy actually utilizes alliances with state actors. To understand the implications of this ‘state channel’ of CSO influence, we develop a new model of CSO use of state influence. Reflexivity In External Religious Leaders' Summit Communication Sequences (2005-2012) To G8 Political Leaders, Sherrie Steiner

Using reflexivity as primary governance indicator, this case study examines the external communication sequences of the only multifaith summits whose purpose is communication to, and dialogue with, G8 and G20 political leaders about global responsibilities to empirically discern, independent of religious leaders' self-identification, whether the quality of dialogue is indicative of governance behavior or unreflexive acts of international value struggle. Findings indicate that religious leaders use cultural capital to blur (not reify) social boundaries that inhibit international collaboration, and offer no evidence of unreflexive dialogue. The conditions associated with the stability of democratic global governance have been a leading concern of political sociology. Globalization, a situation of ‘governance without government,’ has accountability gaps that International Non-Governmental Organizations—religious and secular—bridge with activism. They strengthen democratic norms by exercising soft power as accountability mechanisms in international relations. This case study of the Interfaith Leaders’ Summit(s) from 2005-2010 expands the concept of ‘soft power’ as an accountability mechanism to include religious soft power. The Interfaith Leaders exercise public reputational and peer accountability in relation to the G8/G20 leaders. The value of the dialogue process is not contingent upon political leader responsiveness. The significance of the religious accountability mechanism is ascertained by using a complex theoretical standard for assessing the legitimacy of global governance institutions against which observations are then gauged. The literature on transnational civil society encompasses a number of conflicting views regarding civil society organizations’ (CSOs) behavior and impacts and the desirability of civil society involvement in international policymaking. This piece suggests that this lack of consensus arises from the diverse range of contexts in which CSOs operate and the wide variety of activities in which they engage. This article seeks to organize and analyze the disparate data on civil society by developing a context-based standard of democratic legitimacy for CSOs.
