Does The Parliament Make A Difference? The Role Of The Italian Parliament In Financial Policy, Carolyn Forestiere, Riccardo Pelizzo Dec 2010

Does The Parliament Make A Difference? The Role Of The Italian Parliament In Financial Policy, Carolyn Forestiere, Riccardo Pelizzo

John N. WILLIAMS

A recent survey conducted in a sample of 83 countries by the Inter-Parliamentary Union in collaboration with the World Bank Institute on the Relations between the Legislature and the Executive in the Context of Parliamentary Oversight allows cross-national comparison for the role of legislatures in the budgetary process. One of the survey’s most significant indications is that legislatures in presidential systems are generally more involved in the preparation of the budget than legislatures in either parliamentary or semi-presidential systems. The picture, however, is very different when we look at legislatures’ oversight of the budget. Parliaments are generally more involved ...

Predicting State Failure: A Classification Tree Approach, Atin Basu Choudhary, Jim T. Bang, William F. Shughart Ii Dec 2010

Predicting State Failure: A Classification Tree Approach, Atin Basu Choudhary, Jim T. Bang, William F. Shughart Ii

Atin Basu Choudhary

We deviate from standard practice in the literature on state failure to use classification tree methods to predict state failure. We argue that the rarity of state failure and simplicity of use and interpretation makes this approach more attractive. We determine simple decision rules, based on observable and measurable variables, to determine whether a country is likely to fail or not.

Não Uma Outra República, A Nossa República, Outra, Paulo Ferreira Da Cunha Dec 2010

Não Uma Outra República, A Nossa República, Outra, Paulo Ferreira Da Cunha

Mountain Monitor-3rd Quarter 2010, Jonathan Rothwell, Kenan Fikri Dec 2010

Mountain Monitor-3rd Quarter 2010, Jonathan Rothwell, Kenan Fikri

Mountain Monitor

One year after the Mountain Monitor began tracking recession and recovery in the Intermountain West, the Southern Nevada economy has yet to turn around. The rate of slippage across a range of indicators has slowed measurably, but evidence of a nascent recovery eludes. Las Vegas' poor relative performance over the past year can be attributed not only to the legacy of a particularly devastating initial wave of economic distress, but also to a continued struggle to slow and reverse the downward trend.

Racial Attitude Effects In The 2008 Presidential Election: Examining The Unconventional Factors Shaping Vote Choice In A Most Unconventional Election, Herbert F. Weisberg, Christopher J. Devine Dec 2010

Racial Attitude Effects In The 2008 Presidential Election: Examining The Unconventional Factors Shaping Vote Choice In A Most Unconventional Election, Herbert F. Weisberg, Christopher J. Devine

Political Science Faculty Publications

Every election has unique elements, but the 2008 U.S. presidential race had it all: an African-American presidential candidate who won his party’s nomination by defeating a former first lady, an historically unpopular outgoing president, two ongoing wars, a failing economy, and a war hero running for president with a female vice-presidential running mate. With so many unique elements to account for, disentangling their independent effects to identify the dominant factors shaping the 2008 election is a tremendous challenge. This paper explores a wide variety of factors potentially influencing the 2008 vote, but it devotes particular attention to two ...

Political And Civic Engagement Attitudes Among Asian American College Students, Matthew Vanada Dec 2010

Political And Civic Engagement Attitudes Among Asian American College Students, Matthew Vanada

UNLV Theses, Dissertations, Professional Papers, and Capstones

This study explored the attitudes of political and civic engagement among Asian American college students. Previous research suggests that young people are increasingly more inclined to participate in civic activities over traditional forms of political participation. The researcher considered this trend by examining the views of Asian American students, a group whose political behavior has not been largely investigated.

This study employed a qualitative research design. Students from public institutions of higher education in Las Vegas were interviewed using an in-depth and semi-structured format. Findings suggest that there is a general willingness to become involved in civic activity such as ...

Revisões Constitucionais Inconstitucionais?, Paulo Ferreira Da Cunha Nov 2010

Revisões Constitucionais Inconstitucionais?, Paulo Ferreira Da Cunha

Public Opinion Reform In China, David S. Mason, Ken Colburn Nov 2010

Public Opinion Reform In China, David S. Mason, Ken Colburn

Kenneth D. Colburn

As the People's Republic of China shifts toward a more market-oriented economic system, it has also begun exploring another Western institution: scientific public opinion polling. As Yang Guansan, one of China's leading pollsters, said recently in the Beijing Review: "Only five or six years ago, the public opinion poll was considered to be a 'bourgeois' or 'capitalist' method of social survey ... Now the taboo has been swept away in the strong tide of reform, which is challenging all of China's traditions, stereotypes and prejudices."

The Emergence Of Indigenous Movements In Latin America And Their Impact On The Latin American Political Scene., Salvador Marti I Puig Nov 2010

The Emergence Of Indigenous Movements In Latin America And Their Impact On The Latin American Political Scene., Salvador Marti I Puig

Salvador Marti i Puig

The past two decades have seen the emergence of various political actors in Latin America for whom indigenousness is their basic social identity. The appearance of indig- enous movements at this time can be attributed to a change in the structure of political opportunities in response to globalization, which has created a situation in which policy making is no longer controlled by governments but increasingly the result of the interac- tion of a wide variety of actors. Indigenous peoples have been empowered by alliances with actors that have provided them greater capacity for applying pressure through rela- tionships, including churches ...

Blame It On The Russians: Tracking The Portrayal Of Russians During Cyber Conflict Incidents, Athina Karatzogianni Dr Oct 2010

Blame It On The Russians: Tracking The Portrayal Of Russians During Cyber Conflict Incidents, Athina Karatzogianni Dr

Athina Karatzogianni

This article analyses various cyber conflicts and cyber crime incidents attributed to Russian hackers, such as the Estonian and Georgian cyber conflicts and the ‘Climategate hack’. The article argues that Russian hackers were blamed by dozens of outlets for the Climategate hack, because that was consistent with global media coverage of cyber crime incidents which portrayed Russians as highly powerful hackers responsible for many hacking incidents. This narrative also was congruent with the new Cold War rhetoric that consistently takes issue with Russia acting on its geopolitical interests. These interests are seen to manifest themselves in Russia’s objection to ...

Spiritually Integrative Archetypal Energies And Glimpes Into Soul Consciousness, Carroy U. Ferguson Oct 2010

Spiritually Integrative Archetypal Energies And Glimpes Into Soul Consciousness, Carroy U. Ferguson

Carroy U "Cuf" Ferguson, Ph.D.

In other writings I have described Archetypal Energies as Higher Vibrational Energies that have their own transcendent value, purpose, quality, and “voice” unique to the individual that operate deep within our psyches, at both individual and collective levels. We tend to experience them as “creative urges” to move us toward our Highest Good or Optimal Realities. I use easily recognized terms to evoke a common sense of these Archetypal Energies (e.g., Love, Acceptance, Inclusion, Harmony, Peace). Here, I want to discuss Spiritually Integrative Archetypal Energies and how they can assist us in gaining glimpses into the nature of our ...

Palavras Claras, Paulo Ferreira Da Cunha Oct 2010

Palavras Claras, Paulo Ferreira Da Cunha

Quem assim fala, assim pensa. É critério infalível.

Lições Do Kiwi, Paulo Ferreira Da Cunha Oct 2010

Lições Do Kiwi, Paulo Ferreira Da Cunha

Brookings Mountain West is pleased to offer a collection of contemporary research papers on recent demographic trends that alter this region and its politics. These studies, including a public opinion survey that explores attitudes on state and national politics, alternative energy, education, deficits, health care, immigration, and other topics illuminate the political landscape of this ...

The Intermountain West Today: A Regional Survey, Ruy Teixeira, Karlyn Bowman

Brookings Mountain West Publications

What does it mean to live in the Intermountain West today? What issues are most and least important to the region’s residents? Do Arizona, Colorado, Idaho, Nevada, New Mexico, and Utah have a collective identity or are state-level differences too great? Is there an identifiable Intermountain West personality? Today we will present the results of a unique survey that attempts to answer these questions.
