Is the analysis of patron–client networks still important to the understanding of developing country politics or has it now been overtaken by a focus on ‘social capital’? Drawing on seventeen country studies of the political environment for livestock policy in poor countries, this article concludes that although the nature of patronage has changed significantly, it remains highly relevant to the ways peasant interests are treated. Peasant populations were found either to have no clear connection to their political leaders or to be controlled by political clientage. Furthermore, communities ‘free’ of patron–client ties to the centre generally are not ...

“Aspectos Jurídicos Del Delito De Trata De Personas En Colombia: Aportes Desde El Derecho Internacional, Derecho Penal Y Las Organizaciones No Gubernamentales”, Andres Barreto, Beatriz Londoño, Antonio Varon, Andrea Mateus

Andres Barreto

An Investigation Into The Use Of Geospatial Technologies As Part Of Disaster Management Efforts Related To The Asian Tsunami Of 2004, Robert William Redding Jr.

Dissertations

On the 26th of December, 2004, a tsunami impacted the countries surrounding the Indian Ocean, immediately killing over two hundred and eighty thousand people, displacing another million people, and initially causing at least US$10 billion in damage. The response by the international community was swift and massive. Disaster decision-makers who led their organization's responses to the tsunami used geospatial information to support their decision-making efforts with mixed success. When describing their use of geospatial technologies during the response, a select set of disaster decision-makers provided information about how they used geospatial information, they described what worked and what ...

Who Governs Energy? The Challenges Facing Global Energy Governance, Ann Florini, Benjamin K. Sovacool

Research Collection School of Social Sciences

This article conceptualizes the energy problems facing society from a global governance perspective. It argues that a notion of "global energy governance," taken to mean international collective action efforts undertaken to manage and distribute energy resources and provide energy services, offers a meaningful and useful framework for assessing energy-related challenges. The article begins by exploring the concepts of governance, global governance, and global energy governance. It then examines some of the existing institutions in place to establish and carry out rules and norms governing global energy problems and describes the range of institutional design options available to policymakers. It briefly ...

Important Or Impotent? Radical Right Political Parties And Public Policy In Germany And Austria, Marcella J. Myers Dec 2009

Important Or Impotent? Radical Right Political Parties And Public Policy In Germany And Austria, Marcella J. Myers

Dissertations

Across Western Europe throughout the 1990s radical right political parties emerged and gained some electoral success. Since that time, particularly in the face of the popularity of the National Front in France and the Freedom Party in Austria, many studies have been conducted examining the voting behavior, party membership and ideologies of these parties, and what the parties mean to democratic governments. Largely unexamined are the effects of radical right political parties on public policy. This study attempts to evaluate the effect of radical right parties on public policy by using a most similar, case study research design, relying heavily ...

Ideologia E Utopias Nas Mais Recentes Constituintes Brasileira E Portuguesa: Algumas Linhas De Leitura, Paulo Ferreira Da Cunha Nov 2009

Ideologia E Utopias Nas Mais Recentes Constituintes Brasileira E Portuguesa: Algumas Linhas De Leitura, Paulo Ferreira Da Cunha

Paulo Ferreira da Cunha

Based upon a political compromise, in which « democratic socialists » and « social democrats » were the main protagonists, the ideology of Portuguese Constitution of 1976 was discrete, subtle. And ulterior constitutional revisions confirmed that fondamental aspect. Of course, utopia was present. But, even more present was the « hope principle ». We believe that the Brazilean constituent assembly, with the original importance of popular contributions, also had hope principle’s decisive influence. But the dinamics of the constituent assembly moderated, since the very beggining, the verbal signs of less discret ideologies. Utopia, neverthless, is very present in the aim of the « Citizen Constitution » to ...

The Obama Administration's Challenges After The 'War On Science': Reforming Staffing Practices And Protecting Scientific Integrity In The Executive Branch, Justin Vaughn, José Villalobos Nov 2009

The Obama Administration's Challenges After The 'War On Science': Reforming Staffing Practices And Protecting Scientific Integrity In The Executive Branch, Justin Vaughn, José Villalobos

José D. Villalobos

In this article, we examine the difficult leadership position President Barack Obama inherited as he took office with respect to science and technology policy making and implementation, particularly following the Bush administration and years of the so-called "war on science." We contend that the Obama administration's challenge is not only to take substantive policy action, but also to reform certain administrative practices, particularly in light of the previous administration's practice of the politics of strategic vacancies, a managerial technique that rearranges an agency's ideological inclinations not through the usual forms of active politicization (i.e., by filling ...

Treaty Compliance And Violation, Beth A. Simmons Nov 2009

Treaty Compliance And Violation, Beth A. Simmons

Faculty Scholarship at Penn Law

International law has enjoyed a recent renaissance as an important subfield of study within international relations. Two trends are evident in the recent literature. First, the obsession with theoretical labels is on the decline. Second, empirical, especially quantitative, work is burgeoning. This article reviews the literature in four issues areas — security, war, and peace; international trade; protection of the environment; and human rights — and concludes we have a much stronger basis for assessing claims about compliance and violation now than was the case only a few years ago. Still, the literature suffers from a few weaknesses, including problems of selection ...

De Nederlandse Coin Aanpak: Drie Jaar Uruzgan 2006-2009, George Dimitriu, Beatrice De Graaf

George Dimitriu

The Kenyan Woman: Her Historical Relationship With The State, Rosalia Wanja Ngugi Nov 2009

The Kenyan Woman: Her Historical Relationship With The State, Rosalia Wanja Ngugi

Theses and Dissertations

The historical relationship between the Kenyan state and women provides lessons and insight as to how women in a colonized state relate to the government and the gains, or lack thereof, that exist. Kenyan women were critical in the nationalist movement that intensified in the 1950s, culminating in independence in 1963. Some women fought in the forests and others were information and food distributors. Many women played a role in furthering the nationalist movement. Independence promised fruits that few women received. Through a historical analysis and an understanding of two women's organizations in Kenya, Maendeleo ya Wanawake Organization and ...

Speak Clearly And Carry A Big Stock Of Dollar Reserves: Sovereign Risk, Ideology, And Presidential Elections In Argentina, Brazil, Mexico, And Venezuela, Anthony Petros Spanakos, Lucio Remuzat Renno Junior

Department of Political Science and Law Faculty Scholarship and Creative Works

Partisan theories of political economy expect that bondholders will panic with the election of a left-wing presidential candidate. The latter seems to be what happened in Brazil in the 2002 presidential elections. However, quantitative analysis of perceptions of sovereign credit risk in Argentine, Brazilian, Mexican, and Venezuelan presidential elections from 1994 until 2007 shows no real evidence of a link between partisanship and perceptions of risk, even if the left-right divide is further broken down into left, center-left, center-right, right. Instead, international and domestic economic fundamentals have a stronger influence on risk evaluations. Qualitative analysis of the individual presidential elections ...
