The Pueblo Incident: Crisis Diplomacy In Northeast Asia, Carey Hester

On 23 January 1968, the U.S.S. Pueblo, a United States Navy intelligence collection ship operating off the eastern shore of Wonsan, North Korea, was challenged, fired upon, and subsequently seized by a flotilla of North Korean naval ships. The Pueblo—with its crew bound, blindfolded, and guarded at gun point—was towed to Wonsan Harbor. The ship's crew, numbering eighty-three men, was detained in North Korea for eleven months until a diplomatic solution resolving the crisis was reached between the governments of the United States and North Korea. The successful launching of a comprehensive round of negotiations will be the single, most important event in international trade this year. I urge our communique contain a vigorous, unequivocal endorsement for launching a new round with a comprehensive agenda, in September. Delegations in Geneva will go over the text of our communique very carefully, and they will judge our determination by both the tone and substance of our statement. We therefore must clearly set forth our desire to begin the new round, without delay.

Mr. Chairman, fellow delegates, this week GATT faces an historic challenge. Our task is more difficult than any that has confronted world trade since the very creation of GATT in 1947. What we do in Punta del Este will determine whether GATT remains a functional, dynamic institution serving the interests of its members or declines into a static and passive association that is irrelevant to the needs of international trade.

Quebec-U.S. interactions frm 1976 to 1980 are analysed in relation to American apprehension over the election of the Parti Quebecois and the P.Q. government’s ability to accommodate the American economic community.Analysis of this interaction is conducted in terms of the risks to corporate operations posed by P.Q. policies and the effect of P.Q. communications on corporate perceptions of this risk. A formal bargaining model—developed using the concept from game theory of “critical risk”—forms the theoretical basis for explaining changes in the American response. Germany's annexation of Austria in March 1938 was the cumulation of almost twenty years of Austrian dissatisfaction with the Treaty of Saint Germain, the lack of consistent political and economic support by the western democracies and the international instability of the 1930s. All these factors worked in favor of pro-Anschluss Germans and Austrians and to the handicap of the allies. Once Adolf Hitler came to power, he drastically changed German policy toward Austria.
