This study explores the leadership, change, and empowerment stories of Native American women who participated in a tribal university partnership culturally based higher education program. In light of research identifying a prevailing lack of higher education completion rates for Native American students, my intention is to share the success stories of Native American women who persisted, graduated, and influenced their communities. There is no greater responsibility for a tribal leader than to be a steward of their nation’s citizens/members. Yet in the area of constitutional reform and development, tribal membership, and enrollment policies and practices, many tribal governments have entrusted these most intimate of governmental responsibilities to outside organizations like CSN, Inc. (Constructing Stronger Nations)-DCIAmerica, the Harvard Project for American Indian Economic Development/Native Nations Institute, Automated Election Services, the Falmouth Institute, J. Dalton Institute, and others. In the case of membership, some of these for-profit organizations conduct, what I would suggest, are privacy invading enrollment audits.

Public and scholarly analysis of the troubled relations of Natives and non-Natives (settlers) has been predominantly directed to the former, long-framed as “the Indian Problem.” This dissertation takes the different stance of focusing on the mind-sets of settlers and their society in perpetuating the trans-historical trauma and injustice resulting from foundational acts of dispossession.The approach is autoethnographic:after considering the settler world in which I grew up, critical episodes and developments in my career working with British Columbian First Nations are described and analyzed.This includes working with Kwakwaka’wakw, Haida, Wuikinuxv, Nuxalk and Lheidli T’enneh Nations over ...
