Marine Corps commanding officers today face challenges aggravated by the wars in Iraq and Afghanistan, strategic uncertainty, and societal changes that carry over to the military such as women serving in infantry roles and the use of social media. These challenges are exacerbated by the stressors unique to the military such as lengthy separations from loved ones and multiple relocation moves, which underscore the significance of command climate and its influence on ethical behavior. On the surface, caring and the military appear to be opposites. The stereotypical image of the military giving and obeying orders does not conjure up images of leaders caring for their subordinates. In reality, caring for subordinates and caring for the mission could help leaders form stronger relationships with subordinates, because subordinates may have confidence that their leaders will not recklessly send them into harm’s way. The U.S. Army’s operating environment continues to become increasingly complex and unpredictable, where U.S. technological advantage continues to erode. The complexities stem from the Army’s doctrinal assumption that the future operating environment is unknown and constantly changing (Department of the Army [DA], 2014a). Diminishing technological advantage results in more reliance on soldiers’ cognitive capability, and less on high technology weapons systems (McMaster, 2015).

A review of military literature shows extensive research on the importance of Army leaders to be talented critical thinkers (Fischer, Spiker, & Riedel, 2008, 2009; Gerras, 2008; Thomas & Gentzler, 2013). This research centered on the experiences of a dozen women who served in U.S. Army Reserve leadership positions. Although they served in dangerous contexts the Army had an exclusionary policy at the time that formally excluded the women from direct combat. The impetus for the research was Secretary of Defense Leon Panetta's announcement in January 2013 that the U.S. military would be eliminating the exclusionary policy. The Results-Based Leadership Group surveyed 470 companies and discovered that the top 25companies with effective leadership practices dedicated twice as much effort to leadership development as did other companies, indicating a strong relationship between success and leadership development. The focus of this paper is to understand the theory of military organizations and leadership, skill transfer, aspects of program management, and decision support systems. This will further aid in revealing how the decision-making theories are applied to organizations within the Department of Defense (DoD) to include the changing environment within the leadership style. Through the research, major points found in articles highlight decision making, learning leadership execution through educational means, and leadership in the military to include large corporate organizations.
