The Affordable Care Act (ACA) presents an opportunity to significantly improve compensation for American workers. A potential concern, though, is that employers will circumvent the employer mandate by increasing their use of workers in staffing arrangements that are not covered by the mandate: workers averaging less than 30 hours per week, working on a temporary basis, or working in organizations with fewer than 50 full-time employees. Most states have exhausted their unemployment insurance (UI) trust fund and borrowed from the federal government at least once during the past 35 years. Under such circumstances, states are required by law to raise UI taxes to replenish their trust funds and to pay off their debts to the federal government. Since higher UI taxes increase employer costs, replenishment forces states into a trade-off between economic competitiveness and trust fund adequacy. The Massachusetts Workforce Training Fund (WTF), funded by employer contribution (surcharge) of 0.075% of its unemployment insurance taxable wage base, provides training grants and technical assistance to organizations located in the state. The purposes of these activities are to impart or upgrade knowledge and skills of Massachusetts’ workers so that they and their employing firms can compete in the world economy. [Excerpt] This paper represents our initial efforts at analyzing the effects of unions on productivity in the public sector. We first sketch an analytical framework that can be used to estimate these effects, focusing for expository purposes on municipal public libraries. We initially focus on libraries because considerable effort has been devoted to conceptualizing productivity measures for them and because of the availability of data to implement the framework. After discussing the analytical framework, we present preliminary estimtes of the effects of unions on productivity in public libraries based upon analyses of data from 71 municipal libraries in Massachusetts.
