This study was conducted at Northwest Iowa Community College (NCC), located in Sheldon, Iowa. Northwest Iowa Community College serves a 4 1/2 county rural area. In December of 1992 NCC placed a seven million dollar bond issue before the voters. This referendum which needed a 60% plus one voter approval received a 36.41% approval. Campaign strategies for the 1992 referendum included a targeting of possible affirmative voters. The changing demographic face of the nation's cities has placed tremendous burdens on urban schools. No consensus on solving the problems of urban education exists. Successful policy alternatives should be: (1) comprehensive {i.e., deal with urban problems beyond education, such as health status and poverty), (2) supported by adequate resources, (3) universal and targeted (i.e., focused on children), (4) value-based (i.e., promoting the value of education), (5) community-based, and (6) research-based. The need for a high quality tourism database is well known. For example, planners and managers need high quality data for budgeting, forecasting, planning marketing and advertising strategies, and staffing. Thus the concepts of quality and need are intertwined to pose a problem to the tourism professional, be they private sector or public sector employees. One could argue that collaboration by public and private sector tourism professionals could provide the best sources and uses of high quality tourism data. This discussion proposes just such a collaboration and a detailed methodology for operationalizing this arrangement.

The purpose of this study was to determine whether the continuous instability of policy decisions relating to the effectiveness of Civilian Conservation Centers and Contract Centers was a result of measurable differences in performance between the two models. Six hypotheses tested differences between types of centers on six quantitative variables which were: average length of stay, job placement, hourly starting wages, educational gains in reading, math, and General Educational Development (GED). [Excerpt] The 1983 report, A Nation at Risk, of the National Commission on Excellence in Education decried the state of public education in the United States and suggested a number of reforms. Among their recommendations was increased federal aid for education. The view was that this would lead to desirable outcomes such as reduced class sizes and higher teacher salaries, with the latter aiding in the recruitment and retention of high-quality teachers.

In 1965 Congress established the Social Security Student Benefit Program which provided benefits for children of deceased, disabled or retired workers, who were enrolled in college full—time and were not married, up until the semester they turned age 22. The program grew to be a major financial aid program; at its peak in FY 81 it represented about 20% of all federal outlays on student assistance for higher education. The program was terminated for students newly entering college as of May 1, 1982.

[Excerpt] Income distribution is only one indicator of economic well-being useful in gauging improvements in the economic position of the poor; change in income distribution, appropriately conceived and measured, is as good a criterion as any for assessing progress toward the alleviation of poverty.
