Protectionism Indices For Non-Tariff Measures: An Application To Maximum Residue Levels, Yuan Li, John C. Beghin

We propose aggregation indices of Non-Tariff Measures (NTMs) to quantify their protectionism relative to international standards. We apply the indices to national Maximum Residue Limit (MRL) regulations affecting agricultural and food trade and using a science-based criteria embodied in Codex Alimentarius international standards. The approach links two streams of the NTM literature, one concerned with the aggregation of various NTMs into operational indices for econometric and modeling purposes, and the other attempting to evaluate the protectionism of NTMs. The data used in the application come from a large international dataset on veterinary and pesticide MRLs and CODEX MRL standards for ...

The objective of this paper is to examine the status of labor-saving mechanization in U.S. fruit and vegetable harvesting. Fruit and vegetable harvest mechanization has several potential advantages: reduced harvest costs, eliminate problems associated with finding good quality harvest labor, permit longer harvesting days, and reduce exposure of harvest to human bacteria. Commercial mechanical harvesters for processed tomatoes, cucumbers, peppers, carrots, tart cherries, apples, grapes, peaches, plums and grapes are in the hands of growers. Whatever Happened To Art And Design?: Using Archival Practice To Manage The Impact Of Academic Restructuring On Institutional Repositories, Harrison W. Inefuku

Digital Scholarship and Initiatives Publications

In the interest of providing access to and preserving scholarship produced by faculty, students and staff, many universities have developed and implemented institutional repositories. Repositories are often organized into communities that correspond to campus units, including departments, research centers and institutes, and administrative offices. Universities, however, frequently undergo academic restructuring, which can make repository organization out of sync with university organization. This article addresses the impact of academic restructuring on repositories and looks to practices from archival arrangement and description to create repository organizational structures and community descriptions flexible enough to reflect university organization, despite changes arising from academic restructuring.

Based on interviews with local real estate agents, this paper develops a spatial model of the housing market to help us understand what caused the US housing to rise and collapse. We study key factors for their role in the rise and collapse of housing prices, such as speculation and lenient financing. The dynamic simulation findings in the paper demonstrate in concrete terms how lenient bank lending practices combined with speculation can lead to increased volatility in housing prices, including sharp rises followed by sudden collapses. This paper provides an analysis of the archival concepts of “record” and “evidence” as socio-cultural constructs arising out of a particular view of time. Archival records are usually characterized as having certain relationships to evidence in its temporal aspects—specifically, the requirement for a temporal disconnect between creation and use. This disconnect also necessitates a break between knowledge and the knower in which the record must be externalized and set aside from its creator in order to have “recordness”. Standard blockwise empirical likelihood (BEL) for stationary, weakly dependent time series requires specifying a fixed block length as a tuning parameter for setting confidence regions. This aspect can be difficult and impacts coverage accuracy. As an alternative, this paper proposes a new version of BEL based on a simple, though nonstandard, data-blocking rule which uses a data block of every possible length. Consequently, the method does not involve the usual block selection issues and is also anticipated to exhibit better coverage performance. Through in-depth interviews, the study explored fashion industry professionals’ viewpoints, on creativity, focusing on traits of creative people and how creativity can be developed. Four creative, traits were identified, including different thought processes, determination, having an open mind, and, risk taking. About one-third of participants believed that creativity is innate, and therefore, some, people were born creative whereas others were not. Another third of participants maintained that, everyone has some creative potential that can be further developed. Coloration of exposed eggs of ground-nesting birds is thought to reduce predation, with camouflaged eggs that more closely match the area around the nest having greater survival. We tested this hypothesis using digital photographs of 374 Mountain Plover (Charadrius montanus) nests and the substrate surrounding each nest to produce covariates in nest survival models. Covariates included values representing the difference between the color of the eggs and that of the substrate, the average egg and substrate colors, and variation in both egg and substrate color. In recent issues of the Digest,1 we have focused attention on the issue of major gifts prompted by perceived tax advantages. The prospect of a new income tax basis at death (and other reasons for not making big gifts during life) have generally trumped the arguments for gifting property during life, at least for heavily appreciated property.2 Another reason to go easy on major gifts during life is that such gifts could affect special use valuation in the donor’s estate if death of the donor occurs less than three years after the date of the gift.3
