“Aspectos Jurídicos Del Delito De Trata De Personas En Colombia: Aportes Desde El Derecho Internacional, Derecho Penal Y Las Organizaciones No Gubernamentales”, Andres Barreto, Beatriz Londoño, Antonio Varon, Andrea Mateus

Andres Barreto

Clusters And Strategy In Regional Economic Development, Edward Feser Dec 2009

Clusters And Strategy In Regional Economic Development, Edward Feser

Edward J Feser

Many economic development practitioners view cluster theory and analysis as constituting a general approach to strategy making in economic development, which may lead them to prioritize policy and planning interventions that cannot address the actual development challenges in their cities and regions. This paper discusses the distinction between strategy formation and strategic planning, where the latter is the programming of development strategies that are identified through a blend of experience, intuition, and analysis. Cluster theories and analytical tools can provide useful informational inputs into a strategy making effort and they can also be helpful for programming specific interventions (i.e ...

De Nederlandse Coin Aanpak: Drie Jaar Uruzgan 2006-2009, George Dimitriu, Beatrice De Graaf

George Dimitriu

Intent And Execution In The Construction Of Performance Stories By Police Services – The Annual Reports Of The Police Services Of Northern Ireland, New Zealand, Chicago And London Compared., Gordon Marnoch Sep 2009

Intent And Execution In The Construction Of Performance Stories By Police Services – The Annual Reports Of The Police Services Of Northern Ireland, New Zealand, Chicago And London Compared., Gordon Marnoch

Gordon Marnoch

Annual reports play a significant part in the process of governance. In addressing performance, the annual report will typically convey a sense of organizational identity, record achievements and explain key public service processes. The current dominance of new public management (NPM) approaches to measuring performance is of great significance in influencing how police services construct annual reports. For the reader of annual reports wishing to inform themselves about the performance of a public service organization the ‘story’ is of crucial importance. Considerable variation is found with respect to the four 'performance stries' examined.

Détecter Et Prévenir : De La Digitalisation Des Corps Et De La Docilité Des Normes., Antoinette Rouvroy, Thomas Berns

Antoinette Rouvroy

The Exploration Of Taiwan’S Parental Leave And The Reform Program: The Examination Of A Theory Perspective, Chih-Lung Huang Jul 2009

The Exploration Of Taiwan’S Parental Leave And The Reform Program: The Examination Of A Theory Perspective, Chih-Lung Huang

Chih-lung Huang

How to balance work and life along the continuation of economic globalization and post industrial transformation has been the research focus of social policy academics. This article examines the institution of parental leave and its reform program in Taiwan from Nancy Fraser’s perspective dualism-redistribution and recognition. The research result appears that the policy and reform program can’t make men to share the family care work on the perspective dualism. It is the key point that makes men and women undertake the employment labour and care work through the joint participation for future reform.

Interstate Environmental Impact Assessment, Noah D. Hall Jul 2009

Interstate Environmental Impact Assessment, Noah D. Hall

Noah D Hall

This article proposes a new state-based policy – interstate environmental impact assessment – that builds on the National Environmental Policy Act’s Environmental Impact Statement process to address interstate environmental harms. Interstate environmental harms, which occur when decisions or actions in one state produce negative environmental impacts in another state, have challenged American environmental law for over a century. Interstate environmental impact assessment would provide a procedural mechanism for an affected state and its citizens to influence the source state and minimize or prevent interstate environmental harms. The process itself would address the underlying problems of inadequate information, public process bias, and ...

The Language Of Politics And Political Behaviours: Rhetoric Of President Olusegun Obasanjo And The 2007 General Elections In Nigeria, Marietu S. Tenuche Jul 2009

The Language Of Politics And Political Behaviours: Rhetoric Of President Olusegun Obasanjo And The 2007 General Elections In Nigeria, Marietu S. Tenuche

Marietu S Tenuche (PhD)

Leadership succession in liberal democratic regimes is expected to take place under an electoral process that can be adjudged as free and fair and where citizens exercise their inalienable right to elect leaders of their choice. it can however correctly be inferred from President Olusegun Obasanjo's rhetoric prior to the 2007 general elections in Nigeria that the option for citizens to determine who rules them was foreclosed he was determined to select hos own successor. This evidenced in the nature of the public statements and speeches that he made and the thrust of which tended to be abusive, intimidating ...

Le Corps Statistique, Antoinette Rouvroy, Thomas Berns

Antoinette Rouvroy

Innovation For The Manchester City Region: A Discussion Paper, Philip Shapira, Michael Luger, Elvira Uyarra, Chiara Marzocchi May 2009

Innovation For The Manchester City Region: A Discussion Paper, Philip Shapira, Michael Luger, Elvira Uyarra, Chiara Marzocchi

Philip Shapira

After considering what is meant by innovation, we conceptualize the uses and sources of innovation at the level of a city-region. We suggest that this conceptualization, drawing on frameworks available in the literature, can provide a useful basis both for interpretation and policy operationalization. We then consider examples from practice, drawing on mini-case studies of innovation strategies in selected multi-area metropolitan agglomerations in other countries. This leads to a discussion of grand challenges and implementation problems of innovation facing the Manchester city-region. Finally, we consider implications strategy development and for the Manchester city-region innovation prospectus itself.

Ongeoorloofde Pressiemiddelen Tijdens Ondervraging In Extreme Situaties: Moraliteit, Effectiviteit En Efficiëntie, George Dimitriu

George Dimitriu

The paper is about the question whether alleged terrorists or insurgents in certain circumstances should be tortured. Does it yield any results? Is it effective? Paper in Dutch.

Winning The Next War: Institutionalizing Lessons Learned From Today’S Regional Conflicts, William D. Wunderle Apr 2009

Winning The Next War: Institutionalizing Lessons Learned From Today’S Regional Conflicts, William D. Wunderle

William Wunderle

In the future, the United States military is more likely to undertake missions requiring irregular warfare capabilities, as opposed to traditional large-scale ground combat operations. These conflicts do not occur in a vacuum. Complex sectarian, ethnic, and tribal affiliations cross boundaries and require consideration of regional realities that impact the conflict. A key component of military readiness will be the ability to understand the cultures of, and communicate with, people from many regions of the world. Increased language and culture training will ultimately prove to be a powerful weapon in the American military’s arsenal.

The U.S. military now ...

Countering Iranian Malign Influence: The Need For A Regional Response, William D. Wunderle, Gabriel C. Lajeunesse

William Wunderle

The behavior and the policies pursued by Iran’s current leadership pose profound and wide-ranging challenges to U.S. interests, the interests of its friends and allies, and the international community as a whole. Particularly concerning is Iran’s ability to foment instability through the use of terrorism. Recognizing this, the authors participated in a series of roundtables, discussions, and forums on Iranian Malign Influence. Participants included military and civilian experts from a number of Middle Eastern, European, and Central Asian countries, U.S. think tanks, and U.S. intelligence and interagency subject matter experts. This paper is a reflection ...

Environmental History Of The Duwamish River, Jonathan Betz-Zall Apr 2009

Environmental History Of The Duwamish River, Jonathan Betz-Zall

Jonathan Betz-Zall

The recent history of the Duwamish River in Seattle, Washington, demonstrates a typical pattern of racism and class discrimination in land use policy. Historical images document the changes in land use as European-Americans took over the area and concentrated industrial activities there. GIS analysis clearly portrays the concentration of toxic sites in areas populated by poor people and people of color. Hope for future cleanups rests on community mobilization.
